(Tommy) Hardy Cindy Jackson Scott Dyer Steve Homeyer Susan Howard CALL TO ORDER Director of Development Services Planner Sr. Civil Engineer Jr. Civil Engineer Administrative Secretary Mayor Tate called the joint meeting to order at 7:46 p.m., and Chairman Larry Oliver called the Planning and Zoning Commission deliberation session to order at 8:15 p.m. INVOCATION Councilman Roy Stewart delivered the Invocation. PUBLIC HEARING C000-13 - QUIKTRIP First for the Commission to consider and make a recommendation to the City Council was Conditional Use Request C000-13 submitted by Steve Walker for property located at 3400 060600 1 P & Z JOINT PUBLIC HEARING JUNE 6, 2000 Grapevine Mills Parkway and platted as Lot 1, Block 1 Grapevine Vineyard Addition. The applicant was requesting a conditional use permit for a gasoline sales with the possession, storage, retail sale and off -premise consumption of alcoholic beverages (beer and wine only) in conjunction with a convenience store and a 10 foot monument sign. The applicant Steve Walker requested a variance regarding the placement of a landscape island in front and back of the convenience store because of visibility and fire hazard issues. In lieu of the parking islands required in front and back of the convenience store, the applicant has proposed to widen the islands at the terminus of each island to compensate for the absence of the required islands. The applicant also requested to place a 20 -foot pole sign in place of the monument sign on Grapevine Mills Parkway. Brad Bradley representing Mike Farhat spoke in opposition to the application. With no further questions, guests to speak, 1 letter of opposition and 1 letter of support, the public hearing was closed. In the Commission's deliberation session, Danette Murray moved, with a second by Cathy Martin, to deny conditional use request CU00-13, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Martinez, Martin, and Murray Nays: Busbee C000-25 — GLADE CORNERS Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU00-25 submitted by Lew Anderton for property located at 5221 Euless -Grapevine Road and platted as Lot 1, Block 1, Glade Corners Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU99-30 (Ord. 00-38) for a combination independent living/personal care facility, specifically to add a driveway entrance on both Euless Grapevine Road and Glade Road and change the parking layout. Mr. Bill Dahlstrom requested favorable consideration of the application. With no further questions, guests to speak, one letter of protest, the public hearing was closed. In the Commission's deliberation session, Chris Coy moved, with a second by Danette Murray, to approve conditional use request C000-25, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Martinez, Martin, Busbee and Murray Nays: None 060600 2 P & Z JOINT PUBLIC HEARING JUNE 6, 2000 HL00-04 — GRAPEVINE TOWNSHIP REVITALIZATION PROJECT Next for the Commission to consider and make a recommendation to the City Council was Historic Landmark Request HL00-04 submitted by Hugo Gardea of the Grapevine Township Revitalization Project for property located at 311 Smith Street and legally described as Tracts 62 and 62A, William Dooley Survey, A-422. The applicant was designated as a Historic Landmark Subdistrict. The Grapevine Historic Preservation Commission recommended at their March 29, 2000 public hearing that the subject property be designated a Historic Landmark Subdistrict. Preservation criteria for this proposed district addressing such issues as setbacks, driveways, parking, exterior finishes, and other architectural embellishments have been established by the Commission. With no further questions, guests to speak, one letter of support, the public hearing was closed. In the Commission's deliberation session, Cathy Martin moved, with a second by Herb Fry, to approve historic landmark request HL00-04, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Martinez, Martin, Busbee and Murray Nays: None END OF PUBLIC HEARIN OLD BUSINESS C000-22, S000-04 AND FINAL PLAT APPLICATION LOT 1R, BLOCK 1 AND LOT 1, BLOCK 3, FIRST UNITED METHODIST CHURCH OF GRAPEVINE ADDITION Next for the Commission to consider and make a recommendation to the City Council was conditional use request C000-22, special use request S000-04 and the final plat application and statement of finding for Lot 1R, Block 1 and Lot 1, Block 3, First United Methodist Church of Grapevine Addition for property located at 422 Church Street. The applicant was requesting a conditional use permit to allow for off-street parking with 300 feet of the primary use in accordance with Section 20.C.5 of the City of Grapevine Comprehensive Zoning Ordinance, a special use permit to allow a church to exceed the maximum height regulation established for the "R-TH" Townhouse District in accordance with Section 49.13.14, specifically to allow a maximum height to exceed the established maximum height of 35 feet by 115 feet to allow a maximum building height of 150 feet and a final plat of 9.4704 acres for the expansion of the existing church facilities. 060600 3 P & Z JOINT PUBLIC HEARING JUNE 6, 2000 In the Commission's deliberation session, Cathy Martin moved, with a second by Chris Coy, to table conditional use request C000-22, special use request S000-04 and the final plat application and statement of findings for Lot 1R, Block 1, and Lot 1, Block 3, First United Methodist Church of Grapevine, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Martinez, Martin, Busbee and Murray Nays: None NEW BUSINESS PROPOSED AMENDMENTS TO THE COMPREHENSIVE ZONING ORDINANCE Staff recommended the Planning and Zoning Commission consider setting a public hearing for the following amendments to Section 12, Definitions relative to the definition of floor level, Section 23.1.1, Limited Business District, relative to building height for properties adjacent to residentially zoned property, Section 23A.1.1, Grapevine Vintage District, relative to building height for properties adjacent to residentially zoned property, Section 24.1.1, Neighborhood Commercial District, relative to building height for properties adjacent to residentially zoned property, Section25.1.1, Community Commercial District, relative to building height for properties adjacent to residentially zoned property, Section 26.1.1, Highway Commercial District, relative to building height for properties adjacent to residentially zoned property, Section 27.1.1, Professional Office District, relative to building height for properties adjacent to residentially zoned property, Section 31.1, Light Industrial District, relative to building height for properties adjacent to residentially zoned property, Section 32.1.1, Business Park District, relative to building height for properties adjacent to residentially zoned property, and take any action necessary. Staff has received several telephone calls from citizens concerning the development of commercial property adjacent to residential property, specifically regarding building height and "walk -out" basements. Currently the ordinance restricts the maximum height of buildings to one story or twenty feet when adjacent to single family residential districts zoned "R-20," "R-12.5," or "R-7.5." However, no restriction exists limiting the use of "walk- out" basements. This has led to the development of several office buildings that, although they meet the requirements of the ordinance, appear to be more than one story or twenty feet in height. Staff has reviewed the current ordinance and has developed performance standards for each commercial district that will restrict this development in the future. This will be accomplished by defining a "Floor Level" and restricting commercial development adjacent to single family zoning districts to one "Floor Level." These amendments will restrict the ability to develop single story commercial structures that appear to be multi -story adjacent to single family zoning districts. 060600 4 P & Z JOINT PUBLIC HEARING JUNE 6, 2000 In the Commission's deliberation session, Chris Coy moved, with a second by Kevin Busbee to authorize staff to set a public hearing on the proposed amendments, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Martinez, Martin, Busbee and Murray Nays: None MINUTES — MAY 16, 2000 Next for the Commission to consider were the minutes of the May 16, 2000, Planning and Zoning joint public hearing. Cathy Martin moved, with a second by Kevin Busbee, to approve the minutes the May 16, 2000.
