HomeMy WebLinkAboutItem 04 - Certified Tax RollITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JULY 31, 1999 SUBJECT: RESOLUTION TO ACCEPT THE CERTIFIED TAX ROLL Staff recommends that the City Council approve a Resolution to accept the Certified Tax Roll having a total appraised value of $5,068,316,447, a net taxable value of $4,274,760,817 plus an additional $71,224,316 in estimated minimum property value pending disposition before the Appraisal Review Board. BACKGROUND INFORMATION: This Resolution is provided pursuant to Section 26.04 of the Texas Property Tax Code which requires the assessor for a taxing unit to submit the total appraised value, the total assessed value and the total taxable value of the property within the unit's boundaries to the unit's governing body by August 1 st or as soon thereafter as practicable. Collette Sooter, Tax Assessor, has submitted this information to the City and has also certified that the estimated tax collection rate for the tax year 2000 is 100%. As prescribed by law, the effective and rollback tax rates have been calculated using an appraised value from the certified roll $4,036,412,299 plus the estimated minimum value of all properties pending disposition before the Appraisal Review Board of $71,224,316, less new construction of $168,064,954 for a 2000 adjusted taxable value of $4,177,920,179. The total taxable value of $4,177,920,179 compares to $4,049,819,953 last year, a 3.16% increase. The 2000 value also includes $168,054,954 of new construction. The effective tax rate (that rate which will produce the same revenue as last year's rate of $0.38) is $.368929. The effective tax rate is calculated using the adjusted taxable value. HB -954 requires the City Council to hold a tax rate hearing if the total tax levy exceeds the lower of the rollback rate or 103 percent of the effective rate. The proposed rate of $0.375 does not exceed 103% of the effective tax rate, thus no hearing on the tax rate is anticipated. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROVING THE TAX ROLL FOR 2000 ON PROPERTY WITHIN THE CITY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, on July 25, 2000, the Chief Appraiser of the Tarrant Appraisal District approved and certified to the Grapevine City Council the Tax Roll for 2000 with a total appraised value $5,068,316,447, and having a net taxable value of $4,274,760,817 plus $71,224,316 minimum taxable value of properties under protest. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the certified Tax Roll value for the year 2000 for the City of Grapevine, Texas be and hereby approved in the amount of $5,068,316,447 for total appraised value. Section 3. That the certified net taxable value (total appraised value less exemptions) of $4,274,760,817 is approved. Section 4. That In addition to the value shown in Section 3 above, the Chief Appraiser has prepared a list of all properties pending disposition before the Appraisal Review Board. A projected minimum value of $71,224,316 has been assigned to this property. Section 5. The amount of $4,177,920,179 has been used for calculation of the effective tax rate as described in Section 26.04 of the State Property Tax Code. Section 6.
