The addition contains 159 acres and has approximately 450 feet of frontage along State Highway 26 and 1600 feet of frontage along Fairway Drive. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to revise the approved site plan of CU99-44 (Ord. 99-143) for a 159 acre, 18 -hole aolf course with the possession. storaae. retail sale, and on -premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in coniunction with a restaurant/clubhouse specifically to reduce the size of the clubhouse. The original clubhouse approved with the site plan at the September 21, 1999 joint public hearing was approximately 16,000 square feet in size. Because of a changing market demand for this type of facility, the applicant has elected to reduce the size of the structure to 9,000 square feet. Excavation underneath the clubhouse due to expansive soil conditions has enabled the applicant to create a full basement in which golf carts are proposed to be stored. The separate cart barn facility previously approved has been eliminated. There has also been a relocation of the maintenance building due to the 0:\ZC1J\C1J99-75.4 1 January 10, 2000 (12:05PM) possible expansion of the water treatment plant. Gam, PRESENT ZONING AND USE: The property is currently zoned "GU" Governmental Use District. The golf course will be constructed around the . existing Corps of Engineers headquarters and the City of Grapevine's water treatment plant. HISTORY OF TRACT AND SURROUNDING AREA: The subject and surrounding property was zoned "SP" Specific Use Permit Zoning prior to the 1984 City Rezoning. Besides the Corps of Engineers headquarters building and the City's water treatment plant, the area is vacant property that falls within the Corps of Engineers oversight. Conditional Use Permit CU99-44 (Ord. 99-143) was approved on this site at the September 21, 1999 joint public hearing for an 18 -hole golf course with on - premise consumption of alcoholic beverages in conjunction with a clubhouse and restaurant. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "GU" Governmental Use District—vacant SOUTH: "GU" Governmental Use District—D/FW International Airport EAST: "PID" Planned Industrial Development District—vacant WEST: "GU" Governmental Use District—Grapevine Lake AIRPORT IMPACT: The subject tract is located within both "Zone B" Middle Zone of Effect and "Zone C" Zone of Greatest Effect, as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B, the following uses may be considered only if sound treatment is included in building design: multi family apartments, motels, office buildings, movie theaters, restaurants, personal and business services. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. In Zone C, industrial and commercial uses that can tolerate a high level of sound exposure are appropriate. The applicant's proposal is an appropriate use in these noise zones. MASTER PLAN APPLICATION: The Master Plan designates the subject property as a Governmental Use. The applicant's proposal is in compliance with the Master Plan. OAZC1J\C1J99-75.4 2 January 10, 2000 (12:05PM) jig Cowboy's Golf Club GLENN SITE PLAN Conditional Use Request CU99-44ENGINEERING 1600 Fairway Drive 11j -- -- 7 Grapevine, Texas MOOMMOOK fv.,mw,®.
