GENERAL: 1. Ms. Mary Stone Myers, the applicant, is platting this 90.3 acre site for the development of a proposed business park. This property is located at the intersection of Stone Myers Parkway and Westport Parkway. 2. The property is undeveloped except for a few residential structures that will be removed as development occurs. 11. STREET SYSTEM: 1 The site currently has access to State Highway 360 via Stone Myers Parkway, a 48 -foot wide concrete street and a substandard section of Arlington Grapevine Road (proposed to be renamed as Prospect Parkway). Prospect Parkway is proposed to be a 48 -foot wide concrete street with curb and gutter. 2. The applicant has submitted plans to construct Stone Myers Parkway from Westport Parkway to the existing Arlington -Grapevine Road (Prospect Parkway). In addition, the plans include the construction of the proposed Prospect Parkway from the proposed Stone Myers Parkway to State Highway 121. This construction project will provide a second point of access to the subject property. 3. The developer is proposing to dedicate 75 feet of right-of-way for Stone Myers Parkway and the proposed Prospect Parkway. The developer is also proposing to dedicate 60 feet of right-of-way for the proposed Runway Court. 4. The developer is requesting through the attached letter to exceed the maximum cul-de-sac length of 600 feet for Runway Court. The length of Runway Court as proposed is 875 feet. 5. As the subject property develops, a 5 -foot sidewalk will need to be constructed along each side of Westport Parkway, Stone Myers Parkway, Prospect Parkway and Runway Court. STORM DRAINAGE SYSTEM: IV MA V1. VII WATER SYSTEM: The developer is proposing to construct a 12 -inch water line within the street rights -of -ways and to construct a system of smaller water lines through each lot to provide for domestic and fire protection needs. 2. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. SANITARY SEWER SYSTEM: The developer is proposing to construct an 8 -inch sanitary sewer line through lots that do not have access to an existing public sanitary sewer line. 2. The existing sanitary sewer collection system is adequate to serve the needs of this and future surrounding developments. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the issuance of any building permits. These fees will be determined at the time of final platting. Current Fee: $4,606.60 per acre Fee after April 21, 2000: $5,402.00 per acre STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The utility easements proposed for dedication by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements proposed for dedication by this plat are necessary to provide for the conveyance of floodwaters during the 100 -year storm event. 3. The right-of-way proposed for dedication by this plat is necessary to provide for the future expansion of the surrounding transportation facilities. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements proposed for dedication by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements proposed for dedication by this plat are necessary to provide for the conveyance of floodwaters during the 100 -year storm event. 3. The right-of-way proposed for dedication by this plat is necessary to provide for the future expansion of the surrounding transportation facilities. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. Stone, to request consideration of the Preliminary Plat with the cul-de-sac (Runway Court) as shown. Runway Court as shown is approximately 875 feet in length. The Subdivision Ordinance limits cul-de-sacs to 600 feet.
