No O:\AGENDA\02-15-00\SHIRLEY PKT.doc PLAT INFORMATION SHEET FINAL PLAT _OT 1, BLOCK ADDITION GENERAL: 1. Mr. Don Bigbie, the applicant, is platting this site for the development of the Cross Timbers Winery and Tasting Room. 2. This 1.622 acre site is located at the southwest corner of North Main Street and Murrell Road. 3. The site is currently developed with an existing house and auxiliary structure. These buildings will be renovated for the winery. II. STREET SYSTEM: 1. This site has access to North Main Street to the east, Murrell Road to the north, and the future Dove Road East to the south. 2. North Main Street and Murrell Road are two-lane, asphalt streets within variable width rights-of-way. 3. Dove Road East is currently an unconstructed variable width right-of-way (approximately 80') and is designated on the Master Thoroughfare Plan as a Type "B" Arterial (four -lanes, divided with a median). The City already owns the necessary right-of-way along the frontage of this property. 4. The developer is dedicating a "corner clip" of right-of-way at the intersection of Dove Road East and North Main Street. III. STORM DRAINAGE SYSTEM: 1. The northern half of this site drains north to Murrell Road. The southern half of this site drains east to North Main Street. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 6" water line along the south side of Murrell Road and the west side of North Main Street. There is also an existing 20" water line in the Dove Road East right-of-way. There is existing water service to this site. 2. The existing water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. There is an existing 36" sanitary sewer line within the Dove Road East right- of-way. There is existing sanitary sewer service to this site. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: 1. Curb, Gutter, and Sidewalk Fees for Dove Road East are due. 2. There will be a 10' pedestrian access easement dedicated along the frontage of the future Dove Road East to provide for the future Hike and Bike Trail along this street. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1 The utility easements dedicated by this plat are necessary to provide for public and franchised utilities to serve this site and surrounding development. 2. The pedestrian access easement dedication is necessary to provide for sidewalks to serve this site and surrounding development. 3. The right-of-way dedication is necessary to provide for visibility, sidewalks, and street improvements to serve this site and surrounding development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility easements dedicated by this plat are in accordance with the City's policy of easement dedication along property lines where public or franchised utilities would be located. 2. The pedestrian access easement dedication is in accordance with the City of Grapevine Master Trail Plan. 3. The right-of-way dedication is consistent with the City's policy of right- of-way dedication at intersecting streets. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII.
