Mr. David Porter of The Vincent Association, the applicant, is platting this site for the development of a gas station/ convenient store. 2. This 1.349 acre site is located at the northeast corner of Hall -Johnson Road and the northbound SH 121 Frontage Road (William D. Tate Avenue). The Atria assisted living care facility is located on the north and east sides of this site. 3. The site is currently undeveloped. 11. STREET SYSTEM: 1. This site has access to Hall -Johnson Road to the south and the northbound SH 121 Frontage Road (William D. Tate Avenue) to the west. 2. Hall -Johnson Road is a four -lane, divided street within a variable width right- of-way at this location with a right -turn lane onto the Frontage Road. The SH 121 Frontage Road is a two-lane, one-way street within the State's SH 121 right-of-way (variable width). 3. There is a 0.008 acre right-of-way dedication along Hall -Johnson Road to meet the necessary right-of-way requirement for the existing sidewalk and right -turn lane. III. STORM DRAINAGE SYSTEM: 1. This site drains southeast into the existing storm drain system in Hall - Johnson Road. 2. There is an existing storm sewer line stubbed to the east property line of this site that was installed with the construction of the Atria site. 3. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: There is an existing 20" water line along the east side of the northbound SH 121 Frontage Road and an existing 12" water line along the south side of Hall -Johnson Road. 2. The developer is proposing to extend an 8" water line from the existing 20" water line and serve the site from this proposed extension. 3. The existing and proposed water distribution systems are adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: There is an existing 8" sanitary sewer line stubbed to the southeast corner of this site that was installed with the construction of the Atria site. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the release of Building Permits. (Present Fee is $4,606.60 per acre) VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The sidewalk, drainage, and utility easements dedicated by this plat are necessary to provide for water, sewer, storm drainage, sidewalks, and franchised utilities to serve this site. 2. The right-of-way dedication is necessary to provide for sidewalks and streets to serve this development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The sidewalk, drainage, and utility easements dedicated by this plat are in accordance with the City's policies concerning public and franchised utilities, drainage, and sidewalks. 2. The right-of-way dedication is consistent with the City's policy of right- of-way dedication at intersecting streets. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development.
