SUBJECT: PARR PARK RESTROOM FACILITIES — ARCHITECTURAL/
ENGINEERING DESIGN SERVICES
RECOMMENDATION:
City Council consider approving an Architectural/Engineering Design Services contract
for the design of the Parr Park Restroom Facilities with Halff Associates in the amount of
$19,365.00, authorize staff to execute said contract, and take any necessary action.

BACKGROUND:
Council has previously authorized funding for the construction of new restrooms at Parr
Park. The proposed restroom facility will be located on the north side of the park's
entrance road near the existing pavillion.
Halff Associates have designed several different restroom facilities with which the Parks
and Recreation staff are pleased. The proposed restroom facility will include male and
female restroom facilities as well as storage space for the Parks and Recreation
Department.
Staff recommends approval.

I am pleased to submit this proposal for Halff Associates to provide architectural and engineering services
for the Proposed Parr Park Restroom Facility. Throughout the last 50 years, Halff Associates has been
committed to providing the highest possible level of service and professionalism to our clients. We are able
to provide all services required for your project, in-house and under one contract. Our staff works as a
project team with good coordination and a high level of efficiency. Our scope of services and fees for your
project is as follows:
SCOPE OF SERVICES
Full service Architectural and Engineering for a 900-1,000 sf restroom facility with a storage room at Parr
Park.
BASIC SERVICES _
Halff Associates will include normal architectural and engineering design services for this type of project
including the following:
Site Planning
Design of the Building both exterior and interior
Contract Documents (1 reproducible set of Contract Documents will be furnished to the City)
o Architectural plans, sections, details and specifications ready for bidding and construction
o Structural engineering foundation and framing plans, details and specifications for a
concrete masonry building ready for bidding and construction
o Electrical and Plumbing plans, details and specifications ready for bidding and construction
o Civil englmeeriing site, grading and utility plans ready for bidding and construction
Halff Associates will assist the City of Grapevine in obtaining approvals of TDR for TAS review and
approval.
ADDITIONAL SERVICES
Additional and Reimbursable Services for Architecture and Engineering include the following:

Halff Associates will not have control or charge of and will not be responsible for construction means,
methods, techniques, sequences or procedures, or for safety precautions and programs in connection with
the work, for the acts or omissions of the contractor, subcontractors or any other persons performing any of
the work, or for the failure of any of them to carry out the work in accordance with the Construction
Documents.
COMPENSATION
H21ff Associates will be compensated for all labor and expense costs related to Basic Services for
Architectural and Engineering with lump sum fees as shown below:

Reimbursable expenses including all direct project expenses, printing and reproduction, postage,
courier, long distance telephone will be billed at 1.1 times actual cost.
Special Services (if required)
If the City can furnish a topo survey and a geotechnical investigation from an
adjacent park project these services and fees will not be required.

An Invoice for Basic Services will be submitted upon completion of the work. The basis for this proposal is
AIA Document 8141 modified to incorporate the project requirements and the scope reflected in this
proposal.
COMPENSATION FOR ADDITIONAL SERVICES
Halff Associates will be compensated for any authorized Additional Services on an hourly basis plus direct
expenses. Labor will be billed at 2.3 times salary cost and expenses will be billed at 1.1 times actual cost.
Alternatively, at the option of the City of Grapevine, Halff Associates will be compensated for any
authorized Additional Services with negotiated supplemental lump sum fees, confirmed with written
agreements. Invoices for any authorized Additional Services will ba -submitted monthly.
