Mr. Richard LeBlanc of Hanover Property Company, the developer, is platting this 3.245 acre site for commercial development. 2. This site is located on the north side of Hall -Johnson Road approximately 200 feet west of William D. Tate Avenue. There is a Sonic restaurant to the west of this site and Randy's Chevron is to the east. 3. The site is currently undeveloped. 11. STREET SYSTEM: 1. The site will have access to Hall -Johnson Road, an improved Type "C" arterial as designated on the Master Thoroughfare Plan. Hall -Johnson Road is a four -lane, divided street along the eastern two-thirds of this site. Along the western third of this site, Hall -Johnson Road becomes an undivided street. 2. No additional right-of-way is required at this time. Ill. STORM DRAINAGE SYSTEM: 1. There is an existing storm drain system in Hall -Johnson Road. 2. The westernmost 0.5 acre portion of this site drains to the Sonic site to the west. This drainage was accounted for with that development and its storm drain system. 3. The remainder of the site drains south into Hall -Johnson Road. The developer is proposing to extend storm sewer from the existing system in Hall -Johnson Road to collect the on site drainage. 4. This development will be required to design the on site as well as off site storm drainage in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 8" water line located near the southwest corner of the site (on the east side of the existing drive) that was installed with the construction of the Sonic restaurant. There is also an existing 8" water line stubbed to this property at the southeast corner that was installed with the construction of Randy's Chevron. 2. The developer is proposing to extend an 8" water line to connect the two existing systems and serve these lots. 3. The existing and proposed water distribution systems are adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. There is an 8" sewer line located near the southwest corner of this site (on the east side of the existing drive) that was installed with the construction of the Sonic restaurant. 2. The developer is proposing to extend the 8" sanitary sewer line east to serve these lots. 3. The existing and proposed sanitary sewer collection systems are adequate to serve the development of this site. VI. MISCELLANEOUS Water and Wastewater Impact Fees are due prior to the issuance of any building permits (Present Fee is $4,606.60 per acre). VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The drainage and utility easements dedicated by this plat are necessary to provide public and franchised utilities service and storm drainage to this site and surrounding developments. 2. The cross access easements dedicated by this plat are necessary to provide for traffic circulation with this site and adjacent developments. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1 The drainage and utility easements dedicated by this plat are consistent with the City's policy concerning water, sewer, storm drainage, and franchised utilities. 2. The cross access easement dedicated by this plat are in accordance with the City of Grapevine Code of Ordinances concerning cross access. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 1 and 2, Block 1, Hall -Johnson Addition.
