No 0:\AGENDA\03-28-00\GladeC Prel.doc PLAT INFORMATION SHEET t PRELIMINARY PLAT lk� LOTS 1 AND 2, BLOCK 1, GLADE CORNERS ADDITION (-IPNPPAI . 1 Lew Anderton, the applicant, is platting this site to develop a personal care facility for the elderly. 2. This 17.278 acre site is located at the northeast corner of Grapevine -Euless Road and Glade Road. 3. The site is currently undeveloped. 11. STREET SYSTEM: 1 This site has access to Grapevine -Euless Road (a proposed 4 lane undivided roadway) to the west. The westerly two lanes of this road were improved with the residential development approximately 15 years ago. The site also I has access to Glade Road (a proposed 4 lane divided roadway) to the south. The proposed development will dedicated right-of-way in accordance with the thoroughfare plan. 2. The developer is proposing a drive entry off of both Grapevine -Euless and Glade Roads for the development of the Adult living community. The commercial development will have an access drive off of Glade Road and cross access to SH 360 Frontage as adjacent properties develop. 111. STORM DRAINAGE SYSTEM: 1 There is an existing 48" RCP pipe under Grapevine -Euless Road that drains to and through this property. 2. This site drains east to the culverts under SH 360 frontage roads and another 500' to Big Bear Creek. 3. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 12" waterline in Grapevine -Euless Road. The developer will be required to extend a 12" waterline along Glade Road. 2. The developer is proposing to loop an 8" water main internally with the development of this property to the existing and proposed 12" water mains. 3. The existing and proposed water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. There is an existing 48" TRA collector main in Big Bear Creek. 2. The developer is proposing to connect to this TRA collector main and bring a 10" line to the west side of SH 360, in accordance with the master plan, then run an 8" main to the eastern boundary of this property. The developer will provide an internal system to serve the proposed development. 3. The proposed sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the release of Building Permits. (Present Fee is $4,606.60) 2. The eastern half of Grapevine — Euless Road will be improved from Glade Road intersection to the northern limits of this proposed development. The City will participate in 1/3 of the cost of the paving and drainage of this section of road. Peripheral Street Fees will be paid by the developer for Glade Road in the amount of $178.35 per linear foot of frontage. These fees shall be payable prior to release of building permits and/or Final Acceptance of the public infrastructure. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of floodwaters during the 100 -year storm event. 3. The right-of-way dedicated by this plat is necessary to provide for the future expansion of the surrounding transportation facilities. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of floodwaters during the 100 -year storm event. 3. The right-of-way dedicated by this plat is necessary to provide for the future expansion of the surrounding transportation facilities. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1.
