HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE: APRIL 18, 2000 SUBJECT: DEVELOPMENT SERVICES TECHNICAL REPORT OF ZONE CHANGE APPLICATION Z00-04 It I I `- ___ _ — ti " Grapevine ?,ry APPLICANT: Martin Schelling of Wright Lake Development Company, Incorporated I.H." PROPERTY LOCATION AND SIZE: No I The subject property is located at 1200 Murrell Road. The property contains 31.124 acres and has approximately 2,487 feet of frontage along Murrell i "all, bhraon Airport Road. LJ Glade Rd. REQUESTED ZONE CHANGE AND COMMENTS: The applicant is requesting a zone change to rezone 31.124 acres from "R-7.5" Single Family District to "R-5.0" Zero Lot Line District for the development of period -style single family homes. Council approved (on May 19, 1998) a conditional use request for an "R-5.0" period home development to the east of the subject site. Since this 19 -acre, 78 -lot period home development (Silver Lake Addition) is near completion, this request could be considered a continuation or second phase of this style of residential development. It should be noted that of the 274 single family lots shown on the conceptual plan, 113 are proposed for development as period -style homes. The net density per acre (minus open space) in the proposed "R-5.0" portion is 4.4 dwelling units per acre. The maximum number of dwelling units per acre allowed in the "R-5.0" Zero Lot Line District is eight units per acre. When considering the entire proposed Silver Lake 0:\ZCU\Z00-04.4 1 April 11, 2000 (1:39PM) District lots and 113- "R-5.0" Zero Lot Line lots, the net density for the project is 3.23 units per acre. The maximum allowed for the "R-7.5" Single Family District is four dwelling units per acre. A preliminary plat of this property (Cluck Property) was considered in June 1989 which showed a proposed 315 single family lots developed on 129 -acres for a density of 2.4 dwelling units per acre. PRESENT ZONING AND USE: The property is currently zoned "R-7.5" Single Family District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject property, the property to the south, and the majority of the property to the east and west was zoned "R-1" Single Family District prior to the 1984 City Rezoning. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "GU" Governmental Use District --Corps of Engineers property, Grapevine Lake SOUTH: "GU" Governmental Use District and "GV" Grapevine Vintage District—City Service Center and Don Bigbie's proposed winery EAST: "GU" Governmental Use District—Corps of Engineers property, Grapevine Lake WEST: "R-7.5" Single Family District and "GU" Governmental Use District— The Settlement, and City Service Center. AIRPORT IMPACT: The subject tract is located within "Zone A" zone of minimal effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The proposed Zero Lot Line single family development is an appropriate use in this noise zone. MASTER PLAN APPLICATION: The Master Plan designates the subject property as Low Density Residential. The applicant's proposal is not in compliance with the Master Plan. /rs 0:1Z WOO -04.4 2 April 11, 2000 (8:13AM) ,a M &D AC =ain Ac GU -1 I aIR a c i ire >;K &UKAC K us LM . w r - R 3.5 s i s ae GLr s At- CU&S-M Ae I r-- 1 " = 400' ' .....................
