SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
TELEPHONE SYSTEM FOR THE LIBRARY EXPANSION
PROJECT
RECOMMENDATION:
City Council to consider approval of a resolution to declare ICS Telephones, Inc. a sole
source provider for the purchase of a telephone system in conjunction with the Library
Expansion Project. The total expenditure for this system will not exceed $20,697.50.
FUNDING SOURCE:
Funds for this project are available in account 177-48840-012-313 2000 General
Obligation Bonds/Library/Buildings
BACKGROUND:
This purchase will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
Upon approval, the City will purchase a Toshiba telephone system that will be installed
as a part of the Library Expansion Project. ICS Telephones, Inc. is the supplier of the
current system at other City facilities and therefore is the only supplier that can provide
compatible equipment and connectivity for the entire system.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A TOSHIBA
TELEPHONE SYSTEM FROM ICS TELEPHONES, INC. AS
PART OF THE LIBRARY EXPANSION PROJECT;
DETERMINING THAT THE ITEMS ARE AVAILABLE FROM
ONLY ONE SOURCE; AUTHORIZING THE CITY MANAGER
TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, ICS Telephones, Inc., is the current provider for telephone service to
other City facilities and is the sole provider of a telephone system that is compatible with
the current system that is installed; and
WHEREAS, City of Grapevine Staff have been unable to locate anyone except ICS
Telephones, Inc. who can install a system that is compatible with the current system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas authorizes the
purchase, installation, and operational training for the telephone system from ICS
Telephones, Inc. in an amount not to exceed $20,697.50.
Section 3. That the City Manger, or his designee, is authorized to take all steps
necessary to consummate the purchase of the authorized equipment, installation and
training services provided in Section 2.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 9th day of January, 2001.
