GENERAL: 1. Mr. Ocie L. Vest, the applicant, is platting this 3.08 acre site for the proposed development of a single-family residential subdivision. This property is located approximately 300 feet south of Hall -Johnson Road on the west side of Roberts Road. 2. The property is currently developed as a single family residence. II. STREET SYSTEM: 1. The property has access to Roberts Road, a Type "F" Collector Street on the Thoroughfare Plan. 2. The developer will be responsible for constructing the street system internal to this property. III. STORM DRAINAGE SYSTEM: 1. The property has drainage which flows out radially from a high point located on Lot 5. The drainage area mainly flows toward Roberts Road. 2. The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 6 -inch water line located within the right-of-way of Roberts Road. 2. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. V. SANITARY SEWER SYSTEM: 1. There is an existing 6 -inch sanitary sewer stubout located within the right-of- way of Roberts Road approximately 250 feet downstream of the property. 2. The Roberts Road Estates Final Plat approved in October of 2000 is located on the east side of Roberts Road between the 6" sanitary sewer stubout in Roberts Road right-of-way and the Mahan Estates property. Preliminary 0A\AGENDA\01-16-01\Mahan_P.doc construction plans of Roberts Road Estates extend the 6 -inch sewer line adjacent to the Mahan Estates property line on the east side of the road. 3. The existing sanitary sewer collection system and the proposed improvements are adequate to serve the needs of this and future surrounding developments. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $1,897 per lot. 2. The Open Space Fee required for this subdivision will be $9,168.00 (8 lots x $1,146.00 per lot). 3. The Peripheral Street Fee for Roberts Road, a Type F collector street, is $51,728.77 (342.62 L.F. x $150.98 per L.F.). The Peripheral Street Fee is due prior to the final acceptance of the subdivision construction and/or release of building permits. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 3. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Preliminary Plat Application of Lots 1-8, Block 1, Mahan Estates."
