SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF THERMAL IMAGING CAMERAS FOR THE
FIRE DEPARTMENT
RECOMMENDATION:
City Council to consider a resolution authorizing the purchase of three thermal imaging
cameras for the Fire Department from Cairns Advanced Technologies in the amount of
$33,200.00.
FUNDING SOURCE:
325-48860-210-3 Lease Fund/Fire/Operations............. $33,200.00
BACKGROUND:
This purchase will be made as a sole source purchase under the State of Texas Local
Government Code Chapter 252, Section 252.022 (7) (D).
These cameras were approved for purchase by City Council during the budget process
and will be used in high heat environments that require a camera to operate at 180
degree rotation. Two cameras were purchased last year. With the purchase of these
additional cameras, we will have one camera in each of the City's five fire stations. It
was important that this camera have a thermal management block system, which
removes and dissipates heat from the camera. Other cameras were tested which did not
have the management block system and did not work effectively. The camera supplied
by Cairns was the only camera found with this system.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF THERMAL
IMAGING CAMERAS THAT ARE AVAILABLE FROM ONLY
ONE SOURCE AND AUTHORIZING THE CITY MANAGER
TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase Thermal Imaging Cameras
from Cairns Advanced Technologies as a sole source-, and
WHEREAS, Cairns Advanced Technologies is the sole provider of CairnsVIPER
Hand Held Thermal Imaging Camera Systems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of three of the above listed equipment for a total not to exceed the annual budgeted
amount of $33,200.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of February, 2001.
