CALL TO ORDER INVOCATION: Mayor Pro Tem Ted R. Ware EXECUTIVE SESSION 1. City Council to conduct a closed session relative to: A. Real property relative to the U. S. Army Corps sublease under Section 551.072, Texas Government Code. City Council to reconvene in open session and take any necessary action relative - to real property Section 551.072, Texas Government Code. WORKSESSION 2. Discuss parking of recreational vehicles and trailers, motor homes and boats in residential districts. 3. Discuss directional signage program. 4. Discuss Grapevine Convention Center Master Plan. T � STATE OF TEXAS COUNTY OF TARRANT �� CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Workshop on this the 23rd day of August, 1999 at 7:00 p.m. in the City Council Conference Room, Second Floor, 200 South Main Street, with the following members present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Clydene Johnson Council Member Roy Stewart Council Member Darlene Freed Council Member constituting a quorum, with the following members of the City Staff: Roger Nelson City Manager Bruno Rumbelow Assistant City Manager John F. Boyle, Jr. City Attorney - Jodi C. Brown Assistant City Secretary Melisa Leal Assistant to the City Manager . . Jennifer Hibbs Assistant to the City Manager CALL TO ORDER Mayor Tate called the meeting to order at 7:00 p.m. ITEM 1. EXECUTIVE SESSION Mayor Tate announced the City Council would conduct a closed session regarding (A) real property relative to the U. S. Army Corps sublease under Section 551.072, Texas Government Code. Upon reconvening in open session in the City Council Conference Room, Mayor Tate asked if there was any action necessary relative to the closed session. Regarding (A) real property, City Manager Nelson requested approval to enter into a land swap agreement befinreen Gaylord Entertainment Company, Scott's Marina at Lake Grapevine, Ltd. and the City of Grapevine regarding property subleased at Silverlake Marina and park property adjacent to the marina under Section 551.072, Texas Government Code. �"'"" Council Member Stewart, seconded by Council Member Johnson, offered a motion to authorize the City Manager to execute the land swap agreement. The vote was as follows: �..� 08/23/99 Ayes : Tate, Ware, Spencer, Stewart, Johnson and Freed � Nays : None Absent: Wilbanks .. .� ITEM 2. WORKSHOP, PARKING OF RECREATIONAL VEHICLES AND TRAILERS, MOTOR HOMES AND BOATS IN RESIDENTIAL DISTRICTS City Manager Roger Nelson briefed the City Council regarding the proposed amendments to the zoning ordinance that would allow parking of recreational vehicles and boats in the front driveway in residential districts on paved surfaces, as long as the vehicle or boat did not encroach into the sidewalk. Discussion ensued relative to prohibiting parking of recreational vehicles and boats on the street due to traffic safety concerns; providing a grace period on street parking for loading and unloading as well as allowing neighborhoods the flexible option to petition that driveway parking be prohibited in their neighborhood/ subdivision. NOTE: Council Member Wilbanks arrived. There was no action taken by the Council. ITEM 3. WORKSHOP. DIRECTIONAL SIGNAGE PROGRAM ... Convention and Visitor Bureau Director P. W. McCallum stated an advisory committee had been formed from community representatives to guide the development of the signage �� program. Mr. McCallum presented concept drawings, by Graphic Solution's, for the directional signs including auto and pedestrian signs, downtown kiosk signs, city entrance monuments, and street name signs. No Council action was taken. ITEM 4. WORKSHOP, GRAPEVINE CONVENTION CENTER MASTER PLAN The Grapevine Convention Center Master Plan item was not discussed.
