Brown, Assistant City Secretary STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 23rd day of June, 1998 at 7:00 p.m. at the Grapevine Convention Center, Chenin Blanc I, 1209 South Main Street, with the following members present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Clydene Johnson Council Member Roy Stewart Council Member Darlene Freed Council Member constituting a quorum, with the following members of the City Staff: Roger Nelson City Manager Bruno Rumbelow Assistant City Manager Matthew Boyle Assistant City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the special meeting to order at 6:45 p.m. ITEM 1. EXECUTIVE SESSION Mayor Tate announced the City Council would conduct a closed session regarding (A) pending or contemplated litigation relative to City of Grapevine v Southland Corporation under Section 551.071, Texas Government Code. Upon reconvening in open session in Chenin Blanc I, Mayor Tate asked if there was any action necessary relative to the closed session. City Manager Roger Nelson stated there was no action necessary relative to pending or contemplated litigation relative to City of Grapevine v Southland Corporation under Section 551.071, Texas Government Code. ITEM 2. RESOLUTION, AUTHORIZE PUBLICATION OF NOTICE OF INTENT, CERTIFICATES OF OBLIGATION, GRAPEVINE GOLF COURSE City Manager Roger Nelson recommended approval of a resolution authorizing publication of a Notice of Intent to Issue Certificates of Obligation on July 21, 1998, for the purpose of expansion and improvement of the Grapevine Municipal Golf Course and related facilities. 06/23/98 The amount as stated in the Notice of Intent of$5,875,000.00 would allow for funding the project construction costs of$5,800,000.00 and bond issuance costs of$75,000.00. The City Council had previously approved a resolution authorizing the sale of the certificates on July 7, 1998, but as the City Council will not conduct a meeting on July 7, 1998, due to lack of a quorum, it is necessary to reauthorize a Notice of Intent for a later date. The Certificate sale is scheduled for July 21, with the notices being published July 2 and 9, 1998. Council Member Johnson, seconded by Council Member Freed, offered a motion to approve the resolution as recommended. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None RESOLUTION NO. 98-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS EXPRESSING INTENT TO REIMBURSE LAKE ENTERPRISE FUND FOR EXPENDITURES MADE PRIOR TO AVAILABILITY OF FUNDS AND PROVIDING AND EFFECTIVE DATE ITEM 3. COUNCIL MEETING DATE CHANGE City Manager Nelson stated that due to the July 4th holiday, there would not be a quorum of the City Council present for the regular July 7, 1998 meeting. Therefore, he recommended moving the Tuesday, July 7, 1998 City Council meeting to Thursday, July 9, 1998. Council Member Stewart, seconded by Council Member Spencer, offered a motion to approve as recommended. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Stewart & Freed Nays: Johnson MISCELLANEOUS REPORTS AND/OR DISCUSSION Mayor Tate recommended the City Council conduct a public hearing relative to the Grapevine Heritage Foundation. He noted that City Manager Nelson had a report to present regarding the Heritage Foundation and a public hearing would allow citizens an opportunity to address the Council with their concerns regarding structure of the Foundation. It was the consensus of the City Council to schedule the public hearing for Monday, June 29, 1998 at 7:30 p.m. in the City Council Chambers 06/23/98 ADJOURNMENT Council Member Stewart, seconded by Mayor Pro Tem Ware, offered a motion to adjourn the meeting at 7:00 p.m. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 9th day of .lulv , 1998.
