HomeMy WebLinkAboutItem 20 - SH 121 / 114 MIS ReviewMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGER MARCH 20, 2001 SUPPLEMENTAL AGREEMENTS SH 121 / 114 MIS REVIEW CONTRACT City Council consider approving Supplemental Agreements with Parsons Transportation Group, Inc. in the amount of $ 6,030.30 and $15,000.00 respectively, for Professional Services relating to the schematic alternative development for the SH 121 / 114 MIS currently underway through the City of Grapevine, authorize staff to execute said Supplemental Agreements, and take any necessary action. FUNDING: Funds are currently available and programmed as follows: Funding Source Account Amount Award Percent 96 GO Bond Interest 178-78366-009 $63,830.30 $15,000.00 86.5% City of Coppell 178-21564 $10,000.00 $6,030.30 13.5% TOTAL $73,830.30 $21,030.30 100.0% Budget Amount Award Percent Engineering $ 73,830.30 $21,030.30 100.0% TOTAL $73,830.30 $21,030.30 100.0% BACKGROUND: The original contract was approved by City Council on June 6, 2000 in the amount of $52,800.00 for the Professional Engineering Services relative to analyzing TxDOT's proposed schematics and developing alternative schematics for the SH 121 / 114 MIS being prepared by TxDOT for the Grapevine corridor. Subsequent to the award of the original contract, staff authorized an additional $6,030.30 on July 6, 2000 by supplemental agreement use the expertise of Parson Staff from Houston, Minneapolis and Denver with experience in similar situations across the March 14, 2001 (3:45PM) country. Staff worked with Parsons staff on addressing unique access issues and engineering remedies that had been utilized in other areas of the country. In conjunction with this first supplemental agreement, the City received $ 10,000 from the City of Coppell to assist in the cost of the overall development of the schematics for the SH 121/114 MIS. During the consultant's work to develop the schematics, problems with traffic projections surfaced. Staff discovered that recent traffic counts had been performed by TOOT but had not been processed through their Austin headquarters for public release and use by various planning groups. Staff was able to acquire those unrefined counts and use the counts with the assistance of NCTCOG (North Central Texas Council of Governments) to develop traffic assignments for the various ramps in our alternative concepts. The second supplemental agreement dated January 29, 2001 in the amount of $ 15,000.00 addresses the additional costs associated with traffic projections. The revised contract totals $ 73,830.30, with $ 10,000.00 of that cost being funded by the City of Coppell. Staffs position during this entire process has been to expedite the development of our recommended schematics at the three major interchanges and not delay the MIS. To expedite this process, staff has instructed Parsons Transportation Group to provide these services. The complete package of alternative schematics has now been prepared and will be submitted to TxDOT on Wednesday, March 21, 2001 for their initial review. The proposed schematic protects the City's existing access as much as possible and provides additional access points to improve access to the City than the currently proposed TxDOT plan. This supplement includes preliminary efforts to develop a project understanding and scope of services. The fee for these additional services is a lump sum amount of $6,030.30, bringing our total budget to $58,830.30. All other terms of our previous Agreement dated June 8, 2000 apply to this Supplemental Agreement. Please execute and return one signed copy of this Supplemental Agreement. It is in addition to a previous supplemental agreement dated June 28, 2000. This supplement includes our efforts to develop an appropriate future assignment and our work with NCTCOG in developing an assignment for our alternative concept; these efforts were necessary because TxDOT was unable to provide an appropriate assignment as originally planned. The fee for these additional services will be on an hourly basis plus expenses with a not to exceed amount of $15,000.00, bringing our total budget to $73,830.30. All other terms of our previous Agreement dated June 8, 2000 and Supplemental Agreement dated June 28, 2000 apply to this Supplemental Agreement.
