HomeMy WebLinkAboutItem 24 - Turntable Locomotive HouseInv it a L,,_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER Al MEETING DATE: MARCH 20, 2001 SUBJECT: APPROVAL OF BID 84-2001 FOR ELECTRICAL SERVICE REPLACEMENT AT THE TURNTABLE LOCOMOTIVE HOUSE AND RATIFICATION OF INITIAL WORK RECOMMENDATION: City Council to Consider award of a contract to Knight Electric Company for the Main Electrical Service Replacement at the Turntable Locomotive House and ratification of the start of the initial work process. The total amount of this contract is $17,000. A bid tabulation is attached for review. FUNDING SOURCE: 100-43350-118-2 General Fund/Building Services/Bldg. Maintenance.....$25,000 BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021, 252.0215, and 252.022. This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on February 1, 2001 and February 8, 2001. The bid was also advertised on the City's purchasing web site that had bid forms available for download. The purpose of this bid was to obtain competitive pricing for the replacement of the main electrical service panel at the turntable locomotive house. The bid was sent to twelve vendors with nine vendors responding. The low bid was from Knight Electric Company. Knight Electric met all requirements of the bid. Staff checked references and received positive responses. On a related note, the repair work continues on the steam engine (Puffy) in order to get it in operation with the Tarantula train system. Having the actual steam engine in operation is important to the overall experience of the Tarantula train and to increased rider -ship. March 14, 2001 (2:20PM) A critical aspect of the process is getting the roundhouse in complete working order. The electrical panel provided with this bid is a key piece of equipment and needs to be replaced in order to insure adequate availability of power and to provide for a safer work environment. Electrical equipment lead times can be significant, so in order to expedite the completion of this important project, staff has proceeded with initiating the project with Knight Electric Company prior to the actual award of the bid by the City Council. Staff recommends approval of the Resolution which ratifies the action taken and awards the bid to Knight Electric. The City Attorney has reviewed and recommended approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE RATIFICATION OF STAFF PURCHASE OF ELECTRICAL SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine desires to purchase the main electrical service replacement at the turntable locomotive house and due to equipment lead times and safety considerations, City Staff needs to initiate work for this service; and WHEREAS, sealed bids for this service were opened on March 2, 2001 and the low bid for this service was Knight Electrical Company. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine ratifies the initiated work and authorizes the purchase of the electrical service for a total not to exceed $17,000. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase. Section 4. That this resolution shall take effect from and after the date of its passage.
