Tate Mayor Ted R. Ware Mayor Pro Tem C. Shane Wilbanks Council Member Clydene Johnson Councii Member Roy Stewart Council Member Darlene Freed Council Member constituting a quorum, with Council Member Sharron Spencer absent, with the follawing members of the City Staff: Roger Nelson City Manager Bruno Rumbelow Assistant Gity Manager Linda Huff City Secretary Melisa Leal Assistant to the City Manager CALL TQ tJRQER Mayor Tate called the workshop to arder at 7:00 p.m. ITEM 1. BUDGET WORKSHOP, FISCAL YEAR 1998-99 (FY 99) City Manager Roger Nelson presented the proposed budget for Fiscal Year 1998-1999 {FY99} noting #he budget represents the City's continuing cammitment to prudent fisca4 management while further enhancing services to improue the quality of life and to meet expressed needs of the cammunity. He noted ecanamic development �fforts were rewarded in FY98 by an increase in sales tax receipts 14% over the amounts budgeted. General Fund Revenues anticipated far FY99 are $30,�fi5,474.00 with expenditures projected at $28,814,111.00. Mr. Nelson reviewed the proposed enhancements for next year as expanded parks and recreatian facilities and services, expanded library hours, improved park facilities, improvements at the seniar citizens center, expanded traffic con#rol/enforcement, additional street Christmas decoratians, increased code enfarcement and major improvements at the golf course. He stated pay scales are continuing to be upgraded with the propased budget including funding for pay plan adjustments to the 58°lo percentile as well as public safety raises at 5% and merit pay plan raises at 3%. He stated that the proposed budget reduces 07/14/98 the current tax rate of$.4050 per $100.00 valuation by one cent to $.3950 per $100.00. He presented the proposed increased service levels and stated Staff projects an ending fund balance of$1,181,866.00 in excess of requirements. Mr. Nelson briefly reviewed the remaining funds of the City noting that careful analysis of the Utility Fund revenues and expenditures indicate that a rate increase is not necessary at the time. During deliberation, it was the consensus of the City Council to consider reducing the tax rate by two cents from $.4050 to $.3850 per $100.00. Following budget presentation, it was the consensus of the City Council to cancel the budget workshop scheduled for Wednesday, July 15, 1998. Mayor Tate and the City Council expressed their appreciation to City Staff for the detailed preparation and presentation of the proposed budget. ADJOURNMENT Council Member Johnson, seconded by Council Member Wilbanks, offered a motion to adjourn the workshop at 8:15 p.m. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 3rd day of August , �ggg.
