HomeMy WebLinkAboutItem 18 - Grapevine Middle School EntranceITlAt 0 ,�� g -` MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER �W MEETING DATE: APRIL 17, 2001 SUBJECT: STREET NAME DESIGNATION / GRAPEVINE MIDDLE SCHOOL ENTRANCE RECOMMENDATION: City Council consider adopting an Ordinance amending Chapter 20, Section 20-7, Streets, Sidewalks and other Public Ways, Street Name Changes of the Code of Ordinance to establish the name for the new entrance into the Grapevine Middle School as Pony Parkway, authorize staff to erect the necessary signs, and take any necessary action. BACKGROUND: With the new Grapevine Middle School scheduled for opening in the Fall of 2001, the main entrance to the school site has been constructed and is providing access to the site as well as to the Burrus Super Market. That main entrance is the north leg of the intersection of Northwest Highway and Ball Street and is served by the recently modified traffic signal. The school district has requested that the City consider naming this entry to the middle school as Pony Parkway. The entrance roadway was constructed on both street right- of-way and public access easement. Staff has no objection to naming the north leg of the intersection Pony Parkway. Staff recommends approval. JSL/dsm 0:\agenda\041701 \GMS_StreetName.agm April 11, 2001 (9:52AM) [WISMIMM01i AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 20 STREETS, SIDEWALKS AND OTHER PUBLIC WAYS, SECTION 20-7 RELATIVE TO STREET NAME CHANGES; PROVIDING FOR THE NAME CHANGE OF A CERTAIN STREET; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the GCISD has constructed a new Grapevine Middle School on property just north of the intersection of Ball Street and Northwest Highway; and WHEREAS, a new concrete entrance roadway to the Middle School has been constructed that serves as the north leg of a full four leg, signalized roadway intersection at the intersection of Ball Street and Northwest Highway; and WHEREAS, no specific name has ever been established for this new entrance roadway; and WHEREAS, it is desirable to designate this entrance roadway with a name to facilitate addressing and 911 coordination. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 20, Section 20-7 Street Name Changes of the Grapevine Code of Ordinances is hereby amended by the addition of the following street name changes: "The Entry Roadway extending north from the intersection of Ball Street and Northwest Highway to the south property line of the Grapevine Middle School is hereby designated and shall hereafter be known as Pony Parkway." Section 3. All provisions of Section 20-7 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 4. If any section, article, paragraph, sentence, clause, phrase, or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
