A bid tabulation is attached for review. FUNDING SOURCE: 200-43370-534-0 Utility Enterprise Fund/Perm. Capital Maintenance/Treatment Infrastructure Maintenance.......................................................$42,100.00 BACKGROUND: This purchase is being made as an emergency purchase in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (1) (2). Minters Chapel sewage Lift Station suffered a catastrophic failure of two of the three pumps in the station. The pumps and motors were completely worn out and the third was in similar condition but still operational. Continuous operation of the lift station is critical to the health and welfare of the citizens of Grapevine and compliance with the Environmental Protection Agency and Texas Natural Resource Conservation Commission law. The existing pumps were damaged beyond repair and staff immediately began locating pumps that met the operating parameters and could be delivered without delay. The purchase price of the new pumps is $42,100. The limit for purchase without formal bids is $15,000. Staff declared an emergency due to the health and welfare provisions of the above referenced Local Government Code and initiated the purchase. Staff solicited quotes from three vendors as shown on the attached bid tabulation. North Texas Pump Co., Inc. was the low bidder. Staff recommends ratification of the purchase of the new pumps for the Minters Chapel Lift Station in the amount of $42,100. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE RATIFICATION OF STAFF PURCHASE OF LIFT STATION PUMPS AND AUTHORIZING THE CITY MANAGER TO'EXECUTE SAID CONTRACTS AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine desires to purchase three lift station pumps for the Minters Chapel Lift Station; and WHEREAS, due to equipment lead times and safety considerations City Staff needed to initiate work for this service; and WHEREAS, written quotations were taken for this purchase and the low quotation was North Texas Pump Co., Inc. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine ratifies the initiated work and authorizes the purchase of the pumps for a total not to exceed $42,100. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase. Section 4. That this resolution shall take effect from and after the date of its passage.
