Mr. Tom Skiles, the applicant, is platting this 1.325 acre site for the proposed development of a parking lot and warehouse. This property is located east of Dooley Street and north of Dallas Road. 2. The properly is currently undeveloped. II. STREET SYSTEM: 1. This site has access to Dallas Road, a Type "C" Minor Arterial. 2. The existing street system is adequate for the access requirements to the property. III. STORM DRAINAGE SYSTEM: 1. The property has drainage which flows mostly south toward Dallas Road. 2. The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 8 -inch water line along the north side and 12 -inch water line along the south side of Dallas Road. 2. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. V. SANITARY SEWER SYSTEM: 1. There is an existing 6 -inch sewer line located within the 10 -foot dedicated sanitary sewer easement, which runs east to west along the south side of the property. 2. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $5,402.00 per acre. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 2, Block 1, Skiles Addition."
