HomeMy WebLinkAboutItem 18 - North Central Texas Council of GovernmentsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 21, 2016 SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH AN INTERLOCAL COOPERATIVE PURCHASING AGREEMENT WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS (NCTCOG) RECOMMENDATION: City Council to consider approval of a resolution authorizing an Interlocal Purchasing Agreement with the North Central Texas Council of Governments (NCTCOG). This agreement would allow the City of Grapevine, Texas and the NCTCOG to purchase various goods and services through the North Texas SHARE program. This request is for approval of an interlocal purchasing agreement between the North Central Texas Council of Governments (NCTCOG) and the City of Grapevine in order to participate in various contracts established by the NCTCOG North Texas SHARE program. The City is authorized by the Interlocal Cooperation Act Texas Government Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102, to enter into joint contracts and agreements for the performance of governmental functions and services. The SHARE program is the direct outcome of local governments led by the NCTCOG partnering together to identify common needs in the North Texas area and developing solutions through collaboration and cooperative purchasing programs. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO ENTER INTO AN INTERLOCAL PURCHASING AGREEMENT WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS IN ORDER TO PARTICIPATE IN THE NORTH TEXAS SHARE PROGRAM AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.101 and 271.102 and Interlocal Cooperation Act, Texas Government Code, Chapter 791 to enter into interlocal purchasing agreements with other qualified entities in the State of Texas; and WHEREAS, the North Central Texas Council of Governments (NCTCOG) is a qualified entity as authorized by Chapter 391, Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has requested to enter into a Master Interlocal Purchasing Agreement with NCTCOG and participate in contracts established by the North Texas SHARE program; WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Manager or his designee is authorized to take all steps necessary to consummate a Master Interlocal Purchasing Agreement with NCTCOG in order to participate in the North Texas SHARE program.
