HomeMy WebLinkAboutItem 14 - Mosquito Control Ground Spraying ServicesITIEITIO •: HONORABLE MAY•' AND MEMBERSOF THE CITY COUNCIL FROM: BRUNO RUMBELOW, MEETING DATE: JUNE 21, 2016 SUBJECT: APPROVAL OF A RESOLUTION FOR ANNUAL CONTRACTS WITH RENEWALS FOR MOSQUITO CONTROL GROUND SPRAYING SERVICES RECOMMENDATION: City Council to consider approval of a resolution for annual contracts for mosquito control ground spraying services to a primary vendor Municipal Mosquito and a secondary vendor Vector Disease Control International, LLC. FUNDING SOURCE: Funds for this purchase are available in account 100-44540-415-5 (General Fund/Public Works/Environmental Services/Professional Services) in the estimated annual amount of $41,000.00. BACKGROUND: The purpose of this contract is to establish fixed pricing for mosquito control ground spraying services for the City which includes services to control disease carrying mosquitoes and spraying of adulticides to address the spread of the West Nile virus and Zika virus through mosquitoes on an as -needed basis. The Public Works Environmental Manager and Purchasing staff reviewed the contract for specification compliance and pricing and determined that this contract would provide the best service and pricing for meeting the needs of the City. Purchases will be made as required and in accordance with an Interlocal Cooperative Purchasing Agreement with Tarrant County as allowed by Texas Local Government Code, Section 271.101 and 271.102, Cooperative Purchasing Program. Tarrant County solicited proposals for an Annual Contract for Mosquito Control Ground Spraying Services. Two bids were submitted and based on evaluations by the Public Health and Purchasing Departments, Municipal Mosquito was awarded a primary contract and Vector Disease Control International, LLC, was awarded a secondary contract on May 24, 2016. The contract is for an initial one-year period with a one-year renewal option. Staff recommends approval. DS/LW A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO CONTRACT FOR MOSQUITO CONTROL GROUND SPRAYING SERVICES THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, Tarrant County, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with Tarrant County, Texas and wishes to utilize established contracts for mosquito control ground spraying services meeting all State of Texas bidding requirements; and WHEREAS, Tarrant County, Texas has established contracts with Municipal Mosquito as primary vendor and Vector Disease Control International, LLC as secondary vendor under contract number RFP No. 2016-069 for Mosquito Control Ground Spraying Services; and WHEREAS, the City of Grapevine, Texas has a need for mosquito control ground spraying services; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes contracts for mosquito control ground spraying services with Municipal Mosquito as primary vendor and Vector Disease Control International, LLC as secondary vendor through an Interlocal Cooperative Agreement with Tarrant County, Texas in an estimated budgeted amount of $41,000.00. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of mosquito control ground spraying services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 21stday of June, 2016. William D.
