HomeMy WebLinkAboutItem 06 - Storage Tank Fueling FacilityMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL eLl- FROM: BRUNO RUMBELOW, CITY MANAGER, MEETING DATE: JUNE 21, 2011 SUBJECT: APPROVAL TO PURCHASE AN ABOVE GROUND 10,000 GALLON E -85 FUEL STORAGE TANK FUELING FACILITY RECOMMENDATION: City Council to consider approval to purchase a 10,000 gallon above ground E -85 fuel storage tank fueling facility from Stovall Corporation. The total cost of this purchase is not to exceed $104,115.40. FUNDING SOURCE: Funding for this expenditure are available in accounts 113- 48860 - 415 -09 Grant Fund/ ARRA Energy Grant/Machinery and Equipment. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in the Fort Worth Star Telegram on April 28, 2011 and May 5, 2011. The bid was opened publicly on May 26, 2011 (see attached bid tabulation). The City of Grapevine received an Energy Conservation Block Grant in the amount of $503,500 from the Department of Energy. One of the projects approved as part of this grant award is for the installation of a 10,000 gallon above ground fuel storage tank and dispensers for E -85 product located at the City Service Center. The purpose of E -85 use is to lower carbon dioxide emissions and greenhouse gas emissions in the Grapevine area, approximately 29 metric tons per year. The bid was for the furnishing and installation of all materials and equipment and the delivery of a fully function system with the City of Grapevine completing the excavation and concrete work. There were 42 vendors notified of the bid, 16 bid packets were issued with three bids submitted. Stovall Corporation was the lowest bid that met specifications. The bid also came in lower that the budgeted amount for this project. The remainder of the grant money will be used for concrete and materials placed by city staff on this project.
