HomeMy WebLinkAboutItem 02 - CU04-39 Pavestone00 ITEM it- '&'z.0 z TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE PLANNING AND ZONING COMMISSION FROM: ROGER NELSON, CITY MANAGER )al H.T. HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE: DECEMBER 21, 2004 SUBJECT: DEVELOPMENT SERVICES TECHNICAL REPORT OF CONDITIONAL USE APPLICATION CU04-39 APPLICANT: Tom Davis PROPERTY LOCATION AND SIZE: The subject property is located at 3215 State Highway 360, and is proposed to be platted as Lot 1 R1, Block 1 R, Pavestone Industrial Addition. The site contains a total of 22.501 acres. The property has 337 feet of frontage along proposed Stone Myers Parkway and 714 feet along the frontage road of State Highway 360. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a Conditional Use Permit to amend the approved site plan of CU02-14 (Ord. 02-46) for outside storage in conjunction with a manufacturing establishment, specifically to allow for a building expansion. The applicant proposes a 3,868 square foot expansion to Plant No. 2 that will allow for colorizing of some of the product that Pavestone manufactures. Council approved an amendment to the site plan associated with the Pavestone property at their June 18, 2002 meeting (CU02-14) which included platting into the property an additional 5.63 acres for expansion of the outdoor storage area that would be utilized for storage of more product. Screening and landscaping along all property lines was improved and an internal truck staging area/fire lane was established on the site to eliminate the 0AZCU\CU0439.4 1 December 13, 2004 (10:17AM) staging of vehicles along State Highway 360 and to improve internal circulation. PRESENT ZONING AND USE: The subject property is currently zoned "PID" Planned Industrial Development District and contains offices and production facilities with outside storage. The Stone property was not zoned when it was a part of unincorporated Tarrant County. When the property was annexed into the City on July 20, 1993, it was automatically zoned "R-20" Single Family. The Stone property since its annexation has remained zoned "R-20" Single Family and has stayed undeveloped. The original Pavestone property and other surrounding areas were rezoned in the 1984 City Rezoning from "R-1" Single Family District to "PID" Planned Industrial Development. Z95-15 (Ord. 95-94) rezoned 7.975 acres from "R-20" Single Family District to "PID" Planned Industrial Development District. CU95- 30 (Ord. 95-95) was approved to allow outside storage in conjunction with a manufacturing establishment. The only development to occur in the area is the existing Pavestone development. Council approved a revision to the Pavestone site plan at their November 18, 1997 joint public hearing (CU97-57; Ord. 97-124) specifically allowing a reduction in overall square footage of the future production facilities from 72,000 square feet to 55,403 square feet and allowed the addition of a new mixer housed within a forty-two (42) foot high penthouse. Conditional Use Request CU99-01 was approved at the April 6, 1999 meeting and allowed for a revision to the office/showroom area and the addition of more square footage to the rear production plant. The Site Plan Review Committee approved at their March 23, 2000 meeting a number of small changes to the site plan associated with the Pavestone site specifically the relocation of a drive along State Highway 360, revision to the parking on site and a slight modification to the office building footprint. At the June 18, 2002 meeting Council approved an amendment to the site plan associated with the Pavestone property (CU02-14) which included platting into the property an additional 5.63 acres for expansion of the outdoor storage area that would be utilized for storage of more product. Screening and landscaping along all property lines was improved. In addition an internal truck staging area/fire lane was established on the site to eliminate the staging of vehicles along State Highway 360 and to improve internal circulation. At their May 30, 2003 meeting, the Site Plan Review Committee approved an amendment to the site plan for Pavestone (CU03-18) which provided for the addition of a 4,000 square foot structure to the site in an area designated for future expansion for a new bagging operation whereby a Pavestone product is bagged for sale. At this time, Pavestone Company is planning some equipment updates at our Grapevine facility. We are planning a 3863 square foot addition to our Plant No. 2 (the existing rear production facility). Details of the modifications to this facility are included on the attached Site Plan building floor plan and elevations. The proposed addition is in the interior of our facility and should have no impact on our neighbors or our current operations. As noted in the application, I am requesting a waiver to the illumination plan requirements, as there will be no changes to site lighting with this small addition.
