SUBJECT: APPROVAL OF CONTRACT AWARD FOR THE
CONSTRUCTION OF A WATER FOUNTAIN AT THE
BOTANICAL GARDENS AT HERITAGE PARK
RECOMMENDATION:
City Council to consider a contract award to Greenscape Pump Services, Inc. for the
construction of a water fountain at the Botanical Gardens at Heritage Park in the amount
of $75,000. A concept plan showing the location of the fountain is attached for review.
FUNDING SOURCE:
Funds are available in account 174-74015-072-000 St Maint Capital
Replacement/Heritage Park/Maint. Projects ......................$75,000
BACKGROUND:
In accordance with step one of the State of Texas Local Government Code Chapter
271.119 design/build contract procedures; staff issued a Request for Qualifications to
five vendors for this project. In addition, an advertisement for qualifications posted in the
Fort Worth Star Telegram on November 9, 2004 and November 16, 2004.
The City received qualification proposals from one vendor. Staff requested reasons from
each the non -responding vendors for not submitting qualifications. Reasons ranged from
the required experience to work schedule conflicts. As required by State design/build
procedures, staff evaluated the qualifications received from Greenscape Pump Services,
Inc. based on the criteria required by the proposal.
After review and negotiations with Greenscape Pump Services, Inc., (using concepts for
the project prepared by the Garden's designer, Oliver Windham), pricing was
established at a total of $75,000 for the project.
Staff will show several powerpoint slides at the Council meeting of what the elements of
the fountain will be. Staff recommends approval of a contract to Greenscape Pump
Services, Inc. for the construction of a fountain and walkway at the Botanical Gardens of
Heritage Park.
