HomeMy WebLinkAboutItem 08 - SH 121 and SH 121MEMO TO :eu MEETING DATE: SUBJECT RECOMMENDATION: ITEM r HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGER 14/ JANUARY 18, 2005 ENGINEERING SERVICES CONTRACT AMENDMENT — SH 114 / SH 121 MIS City Council consider approving an amendment to the existing consultant Engineering Services Contract with Turner, Collie & Braden, Incorporated relative to the SH 114 / SH 121 MIS project in an amount not to exceed $ 200,000.00, authorize staff to execute said amendment and take any necessary action. FUNDING SOURCE: Funds for this contract amendment are available in GO Bonds Unallocated Interest as follow: Name 99 Interest 00 Interest TOTAL BACKGROUND: Account No. 178-78114-010 178-78375-011 Balance $ 113,363.66 $ 100,096.97 $ 213,460.63 Programmed $ 113,363.66 $ 86,636.34 $ 200,000.00 The development of the SH 114 / SH 121 MIS has continued to be a very labor- intensive undertaking in both City Staff time and our consultant's time. City Council has previously approved a contract with Parsons Transportation Group on June 6, 2000 in an amount of $ 52,800.00 and a subsequent Change Order in an amount of $ 21,030.30 on March 20, 2001. A contract was awarded by the City Council to Turner Collie & Braden, Incorporated on June 18, 2002 in an amount of $ 50,000.00 for Traffic Analysis Services in the SH 114/ SH 121 Corridor and amendments on August 19, 2003, in an amount of $ 27,360.00, on February 3, 2004 in an amount of $ 50,000.00 and on September 7, 2004 in an amount of $ 50,000.00. In previous reports to City Council, staff has outlined the history of the project and the process that the staff and the city's consultant were pursuing to finalize the project. The TxDOT consultant has incorporated much of the City's recommended access and interchange configurations into the plan in a preliminary phase. We still have some access issues that we are working on with TxDOT and their consultant, HDR. TxDOT and NCTCOG are still negotiating their traffic volume inconsistencies in the western portion of the corridor in the vicinity of SH 26 and FM 1709. During these discussions with NCTCOG, the City and TxDOT, some additional access possibilities were identified, reviewed and analyzed. These access possibilities are: • the east segment of the corridor in the vicinity of FM 2499, SH 26, 1 -635 and Bass Pro Drive, • the south segment of the corridor in the vicinity of SH 121, SH 360 and Hall Johnson Road, and • the west segment of the corridor in the vicinity of SH 26, FM 1709 and College Street. TxDOT's consultant has determined that the majority of the City's access suggestions can be constructed from a physical perspective. However, the operations of the access scheme has yet to be simulated by TxDOT's consultant. They are waiting for final agreed upon traffic volume projections. Once those are finalized, the consultant will model the proposed schematic to determine the operational characteristics of the flow during the design hour and identify areas of undesirable congestion. Our consultant will monitor the modeling efforts of TxDOT's consultant and will assist the City in addressing any negative results of those computer model runs. Attachment 5.1 to the proposed contract amendment describes the recent activities undertaken by the City's consultant in this ongoing process. The City Staff continues to make every effort to expedite the MIS process and receive environmental clearance for this project as soon as possible. This $ 625 Million project falls principally within the City Limits of Grapevine and virtually all of the impacts of this project including right of way taking, access and visibility affect the citizens and businesses in Grapevine. Box 95104 Grapevine, Texas 76099 RE: Traffic Engineering Services — Supplemental Agreement No. 5 Continuation of Schematic Resolution Support Work for the SH 114/121 Corridor Dear Jerry: As you are aware, we have been called on to continue to support the subject schematic resolution. This effort will be beyond our previous scope. It is therefore requested that this supplemental agreement for additional funding of $200,000 be approved to cover our foreseeable effort. Recent efforts have included those described in Attachment 5.1. Additional Scope of Services Task 5 - Continue coordinating assistance to City, NCTCOG, and TxDOT as needed. TC&B is, at the request of the City, currently participating in the schematic resolution effort. This effort is a cooperative effort by the City of Grapevine, TxDOT, NCTCOG, HDR (TxDOT's MIS consultant) and TC&B to reach a consensus on the final schematic for the corridor. It involves refining alternatives, modifying geometrics, and coming up with specific improvements that are acceptable to all entities. TC&B will, as a part of this effort, continue to provide geometric solutions and analysis as needed to support the original intent of the alternative schematic proposed by the City to provide appropriate access in the corridor. Vice President Accepted: City of Grapevine Date: SATAS-SH-114-121\IProject Files\Corresp\SA No, 5 Grapevine. doc ATTACHMENT 5.1 Recent SH 121/SH 114 Schematic Resolution Effort Recent efforts completed under Supplemental Agreement No. 4 included the following: • Provided analysis of TxDOT's sub -consultant's (HDR) alternatives, coordinated with TxDOT, HDR and other entities per City of Grapevine's request. • Attended meetings and provided exhibits; regularly updated City of Grapevine access exhibit based on decisions made during the meetings. Prepared numerous alternatives along SH 114 between FM 1709 and SH 26 which included: a. Developed braided ramps between on-ramp from FM 1709 to southbound SH 114 and off -ramp from southbound SH 114 to southbound Frontage Road. b. Looked at access issues for the existing Sam's Club parking lot and provided workable ramp alternative. c. Provide slip ramp from Texas U -Turn to on-ramp from the SH 114 northbound Frontage Road to northbound SH 114. d. Provided direct connector from FM 1709 to southbound SH 121. e. Provided ramp from FM 1709 to SH 114 southbound Frontage Road. f. Provided reduced lane configuration along SH 114 northbound Frontage Road between College and Wall Streets and developed more efficient traffic movements to Wall Street and FM 1709. g. Developed an alternative to pull the northbound managed lanes to the north to deny FM 1709 traffic access. Much of the work above required developing profiles for the alignments to see if they would work geometrically. • Provided numerous alternatives along westbound SH 121/114 between International Parkway and William D. Tate which included: a. Modified braided ramps, on-ramp from Loop 382 to SH 121/114 and off -ramp from SH 121/114 to Main Street to increase weave distance on the mainlanes. b. Modified on-ramp from International Parkway to SH 121/114 to increase weaving distance on the mainlanes. c. Developed bypass under Main Street with a connection to southbound SH 121. This particular alternative required the development of numerous profiles. Eliminated successive entrance ramps along northbound SH 121 at Sandy Lake; this work included combining ramps from SH 26, IH 635 and the ramp from the northbound Frontage Road into one main on-ramp to northbound SH 121. The work also included adding an off -ramp from northbound SH 121 to the northbound Frontage Road • Reworked the above alternative, based on TxDOT comments, back to a successive on-ramp arrangement but separated the IH 635 traffic from the SH 26 and northbound frontage Road traffic. This required moving the off -ramp from northbound SH 121 to the northbound Frontage Road back to the south. • Modified the alignment of the direct connect from northbound SH 121 to northbound SH 114 to eliminate the conflict with existing restaurants below. • Modified bypass alignment from southbound SH 114 Frontage Road, under William D. Tate and Main, which connects to the eastbound SH 121/114 Frontage Road to allow for an access ramp to Main Street. This also required the elimination of the movement providing traffic from William D. Tate to bypass Main Street. The work within this period also included modifications which stemmed from meetings the City of Grapevine had with other public entities. Some of this work included reworking the alignment of the bypass from northbound SH 121 under Bass Pro to the northbound Frontage Road and eliminating the connection from 111 635 to the bypass. Also, moving the ramp connection southbound SH 121 Frontage Rd to westbound SH 121/114, from the proposed configuration farther to the south and thereby eliminating the complex braid geometry.
