ENGINEERING SERVICES CONTRACT AMENDMENT —
GLADE ROAD
City Council consider approving an amendment to the Engineering Services Contract
with Turner Collie & Braden, Incorporated for the design of the Glade Road
Reconstruction Project in an amount not to exceed $ 30,982.00, authorize staff to
execute said contract amendment, and take any necessary action.

Glade Road is the last major street reconstruction project approved by the voters in the
1998 GO Bond Election. The original design contract of $548,990.00 was awarded in
April of 2003 to modify the existing two-lane asphalt rural roadway section with narrow
shoulders and roadside ditches to a four -lane divided section with sidewalks on both
sides of the roadway. The Grapevine / Euless City Limits Line runs down the center of
the roadway.

The revised engineering services in the amendment reflect:
• preparation of an additional nineteen right of way parcels, $16,720
• preparation of an additional nine temporary construction easements, $ 4,950
• landscaping design to match the existing Glade Road medians with the
new landscaped medians, $ 2,342
• video detection traffic signals, $ 2,700
• additional survey for the Meritage Addition, the existing Baze Road
drainage, and existing medians in Glade Road west of
Champagne Blvd. $ 3,300
• plan modifications for construction phase details $ 970
TOTAL $ 30,982
Staff recommends approval.

Supplemental Authorization Request (Rev. 1)
Mr. Brownlee:
This letter is a request for supplemental authorization to perform additional engineering services for the
referenced project. Upon your approval, TCB will perform the following tasks.
1. Baze Road Median Opening. This item was requested by the City to provide for design of
modifications to the median on Daze Road at Wildflower Trail. These modifications will result in
improved access and circulation at the Wildflower Trail intersection during construction. Plans will
be prepared to provide for a temporary median opening at the Wildflower Trail intersection, and to
close the temporary, opening and return the median to its original condition. The requested fee
provides compensation for preparation of additional plan details, notes, and bid items.
2. Video Detection. This item represents a change in scope requested by the City to provide video
vehicle detection at the Baze Road and Euless -Grapevine intersections. The scope of the current
contract calls for use of loop detectors. The requested fee provides compensation for revisions to
plan sheets, details, notes, and bid items.
Additional iandscapir . This item was requested by the City to provide for the preparation of
landscaping plans and details for the Glade Road median between SII 121 and Champagne Blvd.
TC$ effort includes additional topographic survey of the existing median and preparation of the
base plan sheets which will be used by NJB for their landscaping design. NJB effort includes an
additional site visit, and preparation of landscaping plans, details, notes, and bid items.
4. Additional ROW Acquisition and Easement Documents. This item provides for the preparation of
19 additional ROW acquisition documents and 9 additional temporary construction easements. The
scope of the current contract provides for a total of 10 ROW documents and no easements. During
the course of design it was determined that a total of 29 ROW documents (21 for Euless and 8 for
Grapevine), and 9 temporary construction easements will be needed. The requested fee provides
compensation for preparation of the additional documents and staking the parcel corners in the field.

Ad4jg2agLlgRggrPlic Surve . This item provides for additional topographic survey in the
following 3 areas.
1) Meritage Street at Glade Road. Additional survey is needed at Meritage Street to confirm the
elevation and location of the new pavement which was constructed subsequent to our initial survey.
2) Baze Road, from Glade to Wildflower Trail. Survey along Baze Road at Wildflower Trail is
needed to prepare plans for the proposed median opening (Task 1).
3) Glade Road median from SH121 to Champagne Blvd. Survey of the Glade Road median is
needed to provide topographic information for base drawings for the additional landscaping design
(Task 3).
Our estimated fee to provide these services is $30,982. A breakdown of the labor and non -labor costs for
