SUBJECT: DESIGN/BUILD (Part II) CONTRACT FOR GRAPEVINE
MUNICIPAL SERVICE CENTER STORAGE FACILITY, FLEET
BAY EXPANSION, EQUIPMENT WASH BAY BUILDING,
MATERIAL STORAGE BINS, AND FIRE DEPARTMENT

RECOMMENDATION:
City Council to consider awarding a Design -Build (Part II) contract to Speed Fab -Crete
Inc. in the amount of $ 1,423,685.00 to Provide Design/Build Services on the Municipal
Service Center Improvements, authorize the Staff to execute said contract, and take any
necessary action.

The funding for the construction of these facilities is available from General Obligation
Bond Funds allocated for the Dove Loop Project. The funding for this project was
funded as part of the Dove Loop Project because the new roadway was constructed
through the existing Service Center complex.
Due to the construction of Dove Loop and the Service Center's proximity to residential
areas, mitigation efforts to the Municipal Service Center are required. These facilities are
being proposed to bring the Service Center into compliance with current zoning
regulations. No outside storage is allowed by the Zoning ordinance. The additional
Fleet Service bays are needed in order to alleviate resource constraints, which require
certain equipment maintenance to be performed outside of the building. This, too, is not

allowed by the Zoning ordinance.
Staff first presented the Service Center Master Plan to the Facilities Committee on May
4, 2004. At that meeting, the Facilities Committee gave staff direction to continue with
the development of the Master Plan and initiate a project to act upon the Master Plan as
presented.
On October 13, 2004, Staff once again presented this project along with a proposed
schematic of the floor plan of the storage facility, the expansion of the Fleet Bays and
the equipment wash facility. The Facilities Committee agreed with the plans presented
and directed staff to continue with the development of the project.
On December 21, 2004, Staff presented to the Facilities committee the latest footprints
of the proposed improvements. Staff also presented to the City Council on that same
date, the results of staff's selection of Speed Fab -Crete as the Design -Build firm with
which it would propose to pursue a Design -Build Agreement.
As part of the improvements to the Grapevine Municipal Service Center resulting from
the Dove Loop Construction project, the Master Plan calls for the construction of a
Storage Facility, Fleet Bay Expansion, a new Equipment Wash Bay, Fire Department
covered storage and material storage bins.
The 77th Texas Legislature enacted legislation (SB 510) which authorizes certain
Governmental entities, including municipalities to utilize various methods for the
procurement of certain facility construction contracts. One of these methods is known
as the Design/Build construction delivery method.
Requests for Qualifications were advertised and 3 Statements of Qualifications were
received. Subsequently, interviews of 2 Design/Build firms were conducted. From those
interviews, Speed Fab -Crete was chosen by the Selection Committee as the
Design/Build Team with which we would undertake the negotiation process.
The American Institute of Architects (AIA) Contract for the Design/Build process
between the Owner and the Design/Builder is broken into 2 separate, sequential
agreements. The Part 1 Agreement covers services for preliminary design and
budgeting. A Part 1 agreement was signed on December 21, 2004. Part 1 of the
contract has been completed by Speed Fab -Crete. The Part 2 Agreement covers
services for final design and construction.
This is the second time the City Of Grapevine has used the AIR Design/Build Contract.
The first experience was on the Grapevine Municipal Golf Course Maintenance Facility
and Chemical Storage Facility. This process is being utilized because staff feels that a
more cost effective product can be obtained using this method over the traditional

Design -Bid -Build method of construction. The City Attorney's Office has reviewed these
contracts and their concerns have been addressed accordingly.
Staff recommends approval.
