SUBJECT: APPROVAL OF THE EMERGENCY PURCHASE AND
INSTALLATION OF A TELEPHONE SYSTEM FOR THE POLICE
AND COURTS BUILDING AND THE RESOLUTION THAT
RATIFIES THE INITIAL PURCHASE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a Toshiba CTX670
telephone system at the Police and Court building from ICS Telephones in the total
amount of $23,271.28.
FUNDING SOURCE:
100-44525-120-1 General Fund/Utilities/Gen. Administrative Service/Ad min.. $23,271.28
BACKGROUND:
This purchase is being made as an emergency purchase in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a) (2). This chapter of
the code allows an exemption from normal bidding procedures in situations that could
endanger the public safety of the municipality.
The phone switch at the Police/Court building has been in service since 1996. This
equipment is experiencing failures in processing calls. When call volumes experience
heavy traffic, the system drops incoming calls. Staff in the Police CID division and the
Municipal Court have received complaints from citizens about making multiple calls
before receiving a connection. Information Technology also utilizes the switch and I.T.
has experienced dropped calls.
Because of the critical nature of communication between our Citizens and the Police
and Court building that could endanger public safety, Staff has replaced the switch.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE AND INSTALLATION OF A TELEPHONE
SYSTEM FOR THE POLICE AND COURT BUILDING AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine Police and Court Building requires a telephone
system upgrade due to call volume and dropped connections; and
WHEREAS, the inability of the Police and Court's Staff to communicate with
Grapevine citizens could endanger public safety; and
WHEREAS, the City of Grapevine considered it necessary to purchase the
telephone system to insure the integrity of communications at the Police and Court
Building.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase and installation of the telephone system for a total not to exceed $23,271.28.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of January, 2005.
