This waterline will also connect to the existing waterlines in Parr Lane to the west as well as at Memorial Baptist Church and in Los Robles to the east. • Installation of a sanitary sewer system in O' Dell Court to provide sanitary service to homes in this area. Currently these homes use septic systems. • Installation of a sanitary sewer system from a point west of the intersection of Hughes Road and Euless -Grapevine Road across SH 360 into the existing TRA line. This will provide sanitary service to an area of the City that currently is not served and will provide added capacity to relieve the existing system in the area. Bids were opened on November 18, 2004 with only Brett Construction submitting a bid for the project as follows: Brett Construction Company $ 1,285,115.00 Engineer's estimate $ 1,473,763.50. The project calls for 4,350 LF of directional boring of water and sanitary sewer lines. Directional boring is a method of installing the pipe by trench -less applications, minimizing disruption to the existing neighborhoods and minimizing tree damage and/or removal. The crossings of Big Bear Creek and SH 360 dictate boring of 12" lines for 305 LF and 665 LF respectively. TxDOT requires boring in their ROW and boring the crossing at Big Bear Creek will avoid environmental issues. An additional 1,190 LF of boring will minimize disturbance to existing private properties and utilities. The balance of the boring, 2,190 LF, has been specified in an effort to limit damage to existing trees in the various areas. \\CHDN\VOL1\DATA\PWORKS\AGENDA\2005\02-01-05\FY 2003 utility bond contract award.doc January 25, 2005 (2:59PM) We have been advised by contractors in the area that chose not to bid this project that directional boring of 8", 10", 12" and 16" lines is a specialized operation and that there are only two contractors in the area who perform this work on a regular basis. We asked the other firm in the area why they did not bid the project and they replied that their work load was at a maximum. The reference checks of Brett Construction Company have been good. Staff feels the bid is reasonable and recommends approval. \\CHDN\VOLI\DATA\PWORKS\AGENDA\2005\02-01-05\FY 2003 utility bond contract award.doc January 25, 2005 (2:59PM)
