HomeMy WebLinkAboutItem 06 - Adopt a Road ProgramITEM 0 - , ---� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGERP MEETING DATE: FEBRUARY 1, 2005 SUBJECT: ADOPT -A -ROAD PROGRAM RECOMMENDATION: The Parks & Recreation Advisory Board and staff recommend the City Council consider approval of an Adopt -A -Park agreement with the Grapevine Heritage Lions Club for W. D. Tate Avenue, from SH 114 to Dallas Road. The application is attached for Council re-7014AW FUNDING SOURCE: Adopt-A-Park\Road signage would be placed at both ends of the limits of the program area. The cost of the signs is approximately $75 and would come from the Grounds Maintenance Account 100-42205-312-3. BACKGROUND: The proposed agreement is for a period of two years and requires the applicant to pick up litter a minimum of six times per year. The Parks & Recreation Advisory Board approved the agreement at the January 20, 2005 meeting. If approved by the City Council, the City will have a total of 31 active Adopt-A-Road/Park/Trail programs. Groups shall be required to adopt a minimum of 1/2 mile of roadway for a minimum period of at least two (2) years. The Parks & Recreation Advisory Board would prefer that the group adopt a road on the attached list but will consider other locations. Groups shall pick up litter a minimum of six (6) times per year and at such additional times as required by the Director of Parks and Recreation. The Group shall not subcontract or assign its duties or responsibilities to any other group, organization or enterprise. The Group shall appoint or select a chairperson to serve as spokesperson for the Group. The Group shall obtain required supplies and materials from the City during regular business hours, Individuals shall wear City -supplied and approved safety vests during the trash pickup, The Group shall be responsible for placing litter in trash bags furnished by the Parks and Recreation Department. JAN -06-2005 11:11 • Unused materials acid supplies furnished by the City shall be returned to the City within one week following each cleanup. Each Group shall be responsible for prohibiting participants from either possessing or consuming alcoholic beverages while on the adopted section. • Each Group shall be responsible for maintaining a first-aid kit and adequate drinking water while participating in litter pickup on the adopted section. * The Group shall have the option of renewing the agreement subject to the approval of the Director of Parks and Recreation and continuation by the City's Adopt -A -Roadway Program. • The Group shall release, relieve, hold harmless and indemnify the City, its agents, servants and employees for any and all actions, claims, injuries, lawsuits arising out of or in any way connected to the activities connected with the Adopt -A -Roadway program. The City agrees to accomplish the fallowing: Work with the Group to determine the specific section of City roadway right-of- way to be adopted. • Erect a sign at each end of the adopted section with the Group's name or acronym displayed. • Provide safety vests, trash bags and safety literature. • Remove the filled trash bags the following week after the pickup. • Remove litter from the adopted section only under unusual circurnstances, i,e., to remove large, heavy or hazardous items. U-1 JRN-06-2005 1111 If in the sole judgement of the City, it is found that the adopting Group is not meeting the terms and conditions of this agreement, upon 30 days notice the City may terminate the adoption agreement and remove the signs. This agreement may be modified in scope or altered in any other manner at the sole discretion of the City.
