Attached for review is a copy of the bid tabulation. Shane Wilbanks Trail at the Oak Grove Soccer Complex to the new Dove Loop Trail. The City received a grant from TxDOT that will cover 75% of the total cost of the trail, including design. The cost estimate for the construction of the trail is approximately $1.1 million, so the recommended bid ($776,588.75) is approximately 30% under the estimated cost. Staff solicited bids in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the Fort Worth Star Telegram on November 9, 2004, November 17, 2004 and November 23, 2004. Staff held a pre-bid conference on November 30, 2004 and publicly opened all bids received on December 8, 2004. The purpose of this bid was to establish competitive pricing for the construction of approximately 6,900 -feet of 10 -foot wide concrete hike and bike trail including grading, drainage and associated improvements. Staff issued bid documents to eighteen vendors with six responding. The lowest bid received was from Ken -Do Contracting. This contractor has successfully completed other February 8, 2005 (1:17PM) projects for the City in the past and met all of the bid requirements and specifications. Ken -Do received good recommendations from all references submitted. Staff recommends award of a contract to Ken -Do Contracting in the total of $776,588.75.
