SUBJECT: APPROVAL OF THE PURCHASE OF A GREENS MOWER FOR
THE MUNICIPAL GOLF COURSE THROUGH THE TEXAS
LOCAL GOVERNMENT PURCHASING COOPERATIVE
PROGRAM
RECOMMENDATION:
City Council to consider approval of the purchase of a Greens Mower and associated
equipment for the Municipal Golf Course from Luber Brothers, Inc. in the total amount of
$28,235.00.

BACKGROUND:
This procurement will be under the Interlocal Cooperation Act, Chapter 791, (Texas
Local Government Code) that states that any entity participating through an interlocal
agreement satisfies all bidding requirements under State law. Council approved an
interlocal agreement with the Texas Local Government Purchasing Cooperative and
participation in the Cooperative's annual agreements during the Council meeting on
September 18, 2001. The Texas Association of School Boards administers the program
and both the Texas Municipal League and the Texas Association of Counties sponsor
the program. Staff will make this purchase through the Cooperative's e-commerce
Internet Web site at www.buyboard.com.
This purchase is for a Jacobsen GKVI Tri-Plex Mower. The mower is to replace a mower
that is five years old. Municipal golf equipment is currently on a five year replacement
program and was included for purchase during this fiscal year's budget process.
Bids for this model were taken by the Cooperative and awarded to Luber Brothers, Inc.
The total amount of this purchase is $28,235.00
Staff recommends approval of the purchase from Luber Brothers, Inc. through the
interlocal contract with the Texas Local Government Purchasing Cooperative.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO PURCHASE A
JACOBSEN TRI PLEX MOWER THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT WITH THE
TEXAS LOCAL GOVERNMENT COOPERATIVE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Texas Local Government Purchasing Cooperative is a qualified
entity as authorized by Section 271.101-271.102 of the Texas Local Government Code;
and
WHEREAS, the City of Grapevine, Texas, has an established Interlocal Agreement
with the Texas Local Government Purchasing Cooperative and wishes to utilize
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Texas Local Government Purchasing Cooperative has established
a contract with Luber Bros., Inc. for the following items:
1 Ea Jacobsen GKVI Tri Plex Mower $ 28,235.00/ea
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the Tri Plex Mower from Luber Bros., Inc. for a total cost not to exceed $28,235.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said Tri Plex Mower.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1 st day of March, 2005.
