HomeMy WebLinkAboutItem 08 - 30th Year CDBG Program�" , 9 - MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER 6W MEETING DATE: MARCH 15, 2005 SUBJECT: 30TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM — CONTRACT APPROVAL RECOMMENDATION: City Council consider approving the Base Bid of $202,870.50 for the Tarrant County contract with McClendon Construction for the reconstruction of Worth Street, between Smith and Dooley Streets, under the 29th and 301h year Community Development Block Grant (CDBG) program, authorize staff to forward the approval recommendation to Tarrant County officials, authorize additional City funding in the amount of $36,527.00 from the Street Permanent Capital Maintenance Fund (PCMF), and take and necessary action. In the 30th Year application, the City committed $26,035.00. These funds were pledged so that the City's CDBG application could potentially receive additional funding from the CDBG program. For the contract award, an additional $36,527.00 has been programmed for construction and contingency. The City of Grapevine is proposing a total contribution of funds in an amount of $84,967.00, (34.6%) for this project. The remainder of funding in an amount of $160,594.50 will be provided through the CDBG Program. This project consists of the reconstruction of Worth Street between Smith Street and Dooley Street, within the 1990 census target area. These improvements will contribute to the upgrade of the area by providing an improved roadway surface for Worth Street, curb and gutter as well as an improved culvert crossing. There were a total of four bidders on this project. The bids were as follows: CONTRACTOR McClendon Construction Barson Utilities Stabile & Winn Tiseo Paving $ 202,870.50 $ 213,133.20 $ 216,875.66 $ 270,644.05 The low bidder, McLendon Construction, has been identified as an acceptable choice for this type of project. The contract schedule for the project establishes a construction time of 120 calendar days. Staff recommends approval. Box 95104 Grapevine, Texas 76099 February 17, 2005 Re: 291h /30th Year CDBG Project Reconstruction of East Worth Street Project No. B04 -UC -0001-30-05 Bid Opening I Recommendation for Award Dear John: The bid opening for the above project was held at the offices of Tarrant County Community Development on Wednesday, February 16, 2005. The project involves reconstruction of approximately 800 feet of pavement on East Worth Street between Smith and Dooley. Four formal bids were received at the 10:00 AM bid opening, and they appear on the attached bid tabulation. The low bid was submitted by McClendon Construction in the amount of $202,870.50. The 291h and 30`h Yr. HUD construction funds amount to $138,190.50, which result in a shortfall of $64,680.00. Since the available HUD funds are insufficient to award to the low bidder, it is necessary that the City commit to budgeting additional monies for construction. McClendon Construction is a recognized paving contractor and has capably performed otherwork of a similar nature for Tarrant County projects in the past. Therefore, it is our opinion that this Contractor is qualified to satisfactorily perform the required work. We suggest the City recommend to Tarrant County the award of the low bid in the amount of $202,870.50 to McClendon Construction. In making this recommendation, it is suggested that the City commit to participate in the construction cost over the available HUD funds.
