SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF A SOFTWARE SYSTEM TO PROVIDE CHECK AND IMAGE
PAYMENT PROCESSING
RECOMMENDATION:
City Council to consider a resolution authorizing the purchase of a check and image
payment processing software system and monthly service for accounts receivable
conversion processing from Remit Plus Software Inc./Audio Tel Corporation in the amount
of $20,952.00.

BACKGROUND:
This purchase will be made under the State of Texas Catalog Information Systems Vendor
(CISV) Program as authorized by Texas Government Code, Title 10, Subtitle D, Chapter
2157, Subchapter B, Catalog Purchase Method.
Section 2157.061 of the above referenced Government Code allows State Agencies to
purchase automated information systems from vendor catalogs approved by the State.
Remit Plus Software Company was approved by the State on January 31, 2005 as a
designated Catalog Information Systems Vendor.
This purchase will be for both the software and hardware to provide a system that
specializes in check and payment image processing for Utility Billing. Audio Tel
Corporation is located in Addison, Texas. Remit Plus is a subsidiary of Audio Tel and is
located in Grapevine. Remit Plus provides a wide range of remittance products.
Staff recommends approval of the purchase through the State CISV Program in the
amount of $20,952.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO PURCHASE
THROUGH THE STATE OF TEXAS CATALOG
INFORMATION SYSTEMS VENDOR (CISV) PROGRAM A
SOFTWARE MANAGEMENT SYSTEM THAT PROVIDES
CHECK AND IMAGE PAYMENT PROCESSING AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Government Code, Title 10, Subtitle D,
Chapter 2157, Subchapter B, Section 2157.061 to make purchases through the Catalog
Information Systems Vendor (CISV) Program; and
WHEREAS, the Catalog Information Systems Vendor program, is a qualified State
program as authorized by the above referenced Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has an established cooperative
purchasing agreement with the Texas Building and Procurement Commission that
administers the CISV Program and the City wishes to utilize an established catalog
offered by Remit Plus Software, Inc/Audio Tel Corporation that meets all State of Texas
bidding requirements for a software management program to provide check and image
payment processing as follows:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the software management program to provide check and image payment processing
in the total amount of $20,952.
Section 3. That the City Manager, or his designate, is authorized to take all steps
necessary to consummate the purchase of the software management program.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of April, 2005.
