HomeMy WebLinkAboutItem 02 - Parks and Recreation BoardITEM • � -- MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JUNE 7, 2005 SUBJECT: CONSIDER AN ORDINANCE AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 16 PARKS AND RECREATION RELATIVE TO THE STUDENT EX -OFFICIO MEMBER OF THE PARKS & RECREATION ADVISORY BOARD RECOMMENDATION: The Parks & Recreation Advisory Board and Staff recommend the City Council approve an ordinance amending Chapter 16, Parks and Recreation, Section 16-2, Parks and Recreation Board relating to the student ex -officio member of the Board. The recommendation is that the student be a resident of Grapevine and be appointed for a minimum of one year and a maximum of two years. BACKGROUND: The current ordinance states that the student ex -officio shall be a student from either Grapevine High School or Colleyville Heritage High School. Now that Grapevine has another high school, Faith Christian, the Parks & Recreation Advisory Board and staff recommend deleting the names of the high schools in the ordinance and simply stating that the student must reside in Grapevine. This year, the only application staff received for the student ex -officio member of the Parks & Recreation Advisory Board was from a student at Covenant Christian Academy in Colleyville. Since the student is a resident of the City, the Board approved the application. The Council approved the appointment of the student from Covenant Christian Academy at the May 3, 2005 meeting pending amending of the ordinance. The Board and Staff also recommend amending the ordinance by deleting the wording relating to the appointment on an annual basis and changing it to the appointment to a minimum of a one year term and a maximum of a two year term. The ideal situation is to have a student serve a two year term. DE June 1, 2005 (4:14PM) ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 16 PARKS AND RECREATION RELATIVE TO THE STUDENT EX -OFFICIO MEMBER OF THE PARKS AND RECREATION BOARD; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING EFFECTIVE DATE WHEREAS, the Parks and Recreation Advisory Board and City Staff have determined that a high school student who resides within the city limits of Grapevine, would provide valuable input on activities and facilities that the Parks and Recreation Department could offer high school age students. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all the matters stated in the preamble of this ordinance are true and correct and are hereby incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Section 16-2 of the Grapevine Code of Ordinances is hereby amended by amending paragraph five to read as follows: "There is hereby created an ex -officio member of the board who shall be a high school student and shall be a Grapevine resident. The student shall be approved by the Parks & Recreation Advisory Board and City Council. The appointment of the ex -officio member shall be for a minimum of one year and a maximum of two years." Section 3. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
