HomeMy WebLinkAboutItem 05 - Portable Centrifugal PumpMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JUNE 7, 2005 SUBJECT: APPROVAL OF THE PURCHASE OF A PORTABLE CENTRIFUGAL PUMP AND APPROVAL TO REJECT ALL BIDS FOR A TRAILER MOUNTED GENERATOR RECOMMENDATION: City Council to consider approval for the purchase of a portable centrifugal pump from Hertz Equipment Rental in the total amount of $36,285.00 and the approval to reject all bids received for a trailer mounted generator set. FUNDING SOURCE: Funds are available in Utility Enterprise Fund/Wastewater Treatment Infrastructure Maintenance/Permanent Capital Maintenance Account 200-43370-534-0 BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the Fort Worth Star Telegram and the Grapevine Sun on April 21, 2005 and April 28, 2005. Staff issued bid documents to fourteen contractors. Five contractors responded to the invitation. A bid tabulation is attached for review. The purpose of this solicitation was to obtain competitive offers for the purchase of a portable priming assisted centrifugal pump and a trailer mounted generator set. Bid documents were sent to fourteen vendors and five vendors responded. Of the responding vendors, four vendors submitted bids for the pump and one vendor submitted a bid for the generator. Of the vendors who submitted offers for the pump, Hertz Equipment Rental was the lowest and best bid that met all of the terms, conditions and specifications of the bid. Staff inspected the pump offered and are satisfied that it meets all requirements. Staff recommends approval of the purchase of the pump from Hertz Equipment Rental in the total amount of $36,285.00. May 26, 2005 (9:48AM) Only one vendor (Ingersoll Rand) submitted a bid for the generator. Staff requested reasons from the non -responding vendors why they were unable to respond to the invitation. Several vendors indicated they could not meet the specifications listed in the bid. After consideration of the cost submitted by Ingersoll Rand and a review of the specifications, Staff revised the specifications. The new specifications will continue to meet City requirements but allow for additional competition. Therefore Staff recommends that the bid from Ingersoll Rand be rejected and bids under the revised specifications be solicited.
