SUBJECT: APPROVAL TO REJECT ALL BIDS TO REMODEL THE
DORMITORY AT FIRE STATION NUMBER 1
RECOMMENDATION:
City Council to consider approval to reject all bids received to remodel the dormitory at
fire station number 1.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star Telegram and the Grapevine Sun on April 28, 2005 and May 5, 2005.
Staff issued bid documents to eight contractors. Two contractors responded to the
invitation. A bid tabulation is attached for review.
The purpose of this solicitation was to obtain competitive offers to remodel the dormitory
at fire station number 1. The bid specifications requested pricing that included the
demolition and remodeling of the existing locker room walls, dividers, lockers, flooring
and wall coverings and preparing the floor for new carpeting. Staff received bids from
Highcliff Services and Tri -Tex Construction.
As required, the specifications of the bid included bonding and insurance. Neither of the
bids submitted included the required bonding. Highcliff Services submitted a bid without
the required bid signatures.
In addition, the pricing submitted by both contractors was higher than estimated. Staff
spoke with the contractors and determined that the requirement to replace the existing
lockers with custom-built lockers increased the cost of both bids.
Because neither bid met the specification requirements and because Staff believes that
revising the specifications could reduce the overall project cost, Staff's recommendation
is that both bids be rejected and that the specifications be revised to reduce the cost of
the project.
