SUBJECT: APPROVAL OF AN ANNUAL CONTRACT TO PROVIDE
MATERIAL HAULING SERVICES FOR THE PUBLIC
WORKS/STREET DIVISION
RECOMMENDATION:
City Council to consider approval of an annual contract award to Texas Sand and Gravel
to establish an annual contract for material hauling services as required by the Public
Works/Street Division. Annual expenditures will be limited to the budgeted amount for
this service. Attached is the bid tabulation for review.

Funds are available in account:
174-43301-090-000 St. Maint/Cap. Replacement/Transportation Infrast. Maint..$ 50,000
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star Telegram and the Grapevine Sun on May 19, 2005 and May 26, 2005.
The invitation requested fixed annual pricing on a per hour basis to provide material
hauling services of various types of debris and waste material due to street maintenance
and construction.
Staff issued bid documents to fourteen contractors. One contractor responded to the
invitation. Staff contacted several of the non -responding vendors to find out why they did
not submit a bid. All indicated they could not submit fixed annual pricing due to current
fuel costs.
Texas Sand and Gravel submitted the one bid that was received. Staff contacted this
vendor to evaluate their ability to comply with the bid requirements and are satisfied they
can adequately perform this service.
Staff recommends approval of awarding an annual contract to Texas Sand and Gravel
for material hauling services.
