JOINT PUBLIC HEARINGS ZONE CHANGE REQUEST Z05-03 — WESTWOOD GROUP First for the Commission to consider and make a recommendation to the City Council was Zone Change Request Z05-03 submitted by Gary Hazelwood, for property located at 908, 917, 918 and 920 East Northwest Highway and platted as Lot 4A, 413, 5R and 6R, Ruth Wall Subdivision. The applicant was requesting to rezone 4.66 acres from "HC" Highway 051705 P & Z JOINT •. HEARING MAY 17,2005 Commercial District, "Ll" Light Industrial District & "SP" Site Plan District to "CC" Community Commercial District for a proposed retail development. I The applicant proposed to develop three retail structures comprising some 24,000 square feet, 13,341 square feet and 8,691 square feet on the subject property. Michael Peterson, representing the applicant, was available to answer questions and request favorable consideration of the request. With no additional speakers, no letters, and no petitions, the public hearing was closed. The applicant was requesting a conditional use permit to allow the possession, storage, retail sale and on- and off -premise consumption of alcoholic beverages (wine, only) in conjunction with a winery. Gina Puente, the owner, was present to answer questions and request favorable consideration of the request. With no further guests to speak, one letter of approval and no petitions, the public hearing was closed. In the Commission's deliberation session, Chris Coy moved, with a second by B J Wilson, to approve Conditional Use Request CU05-18, and the motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None CONDITIONAL USE REQUEST CU05-19 — MARCHE / DFW AIRPORT; Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU05-19 submitted by Aero/CA One Group for property located at 051705 2 P & Z JOINT PUBLIC HEARING MAY 17, 2005 1000 International Parkway, Terminal D, space D-SV109. The applicant was requesting a conditional use permit to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant. John Brancato, the owner, was present to answer questions and request favorable consideration of the request. With no further guests to speak, one letter of approval and no petitions, the public hearing was closed. The applicant was requesting a conditional use permit to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant. The applicant was present to answer questions and request favorable consideration of the request. The applicant was requesting a conditional use permit to allow the possession, storage, retail sale and on - premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant. The applicant was requesting a conditional use permit to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with the Admiral's Club. Gilbert Aranza was present to answer questions and request favorable consideration of the request. In the Commission's deliberation session, Rob Undersander moved, with a second by Mark Lowery, to approve Conditional Use Request CU05-23, and the motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None CONDITIONAL USE REQUEST CU05-25 — PARK PLACE LEXUS Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU05-25 submitted by Kenneth Schnitzer, for property located at 901 State Highway 114 East and proposed to be platted as Lot 1R, Block 1, Park Place Lexus Addition. The applicant was requesting to amend the previously approved site plan of CU04-22 (Ord. 04-46), for an automotive dealership with sales and service of new and used vehicles, specifically to increase the size of the dealership. The applicant proposed to incorporate 4.95 acres to the north for automotive inventory storage. Gordon Mayer, representing the applicant, was present to answer questions and request favorable consideration of the request. In the Commission's deliberation session, Paul Jennings moved, with a second by B J Wilson, to approve Conditional Use Request CU05-25, and the motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 1, Block 1, Park Place Lexus Addition submitted by Kenneth Schnitzer for property located at 901 State Highway 114 051705 5 PUBLIC HEARING ♦ 7 •a 0 East. The applicant was final platting 14.972 acres for a proposed expansion of the existing automotive sales facility. The property is zoned "PCD" Planned Commerce Development District and is owned by Park Place LX Land Co. No. 1, Ltd. With no further guests to speak, no letters, and no petitions, the public hearing was closed. In the Commission's deliberation session, Chris Coy moved with a second by Paul Jennings, to approve the Statement of Findings and Final Plat Application of Lot 1, Block 1, Park Place Lexus Addition. The motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None CONDITIONAL USE REQUEST CU05-28 — LUCKY STRIKE Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU05-28 submitted by Jim Parker for property located at 3000 Grapevine Mills Parkway, Suite B -1A and platted as Lot 1R1, Block 1, Grapevine Mills Addition, Phase I. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU03-43 (Ord. 03-79) for a planned commercial center in excess of 1,000,000 square feet of gross leaseable space, specifically to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine and mixed drinks) in conjunction with a restaurant and bowling center. The applicant proposed to develop a 16 -lane bowling center that would also serve food and alcoholic beverages to patrons. Slight fagade changes were proposed to provide a separate entry into the bowling center during operating hours. Bob Cesare, representing Grapevine Mills Mall, was present to answer questions and request favorable consideration of the request. In the Commission's deliberation session, Chris Coy moved, with a second by Mark Lowery, to approve Conditional Use Request CU05-28 with the stipulation that the approval excludes the stand-alone bowling pin signage. The motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None FINAL PLAT APPLICATION OF LOTS 1 R 2R 3R AND 4R, --BLOCK 1 GRAPEVINE SERVICE CENTER ADDITION Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1R, 2R, 3R and 4R, Block 1, 051705 6 P & Z JOINT PUBLIC HEARING MAY 17, 2005 Grapevine Service Center Addition submitted by the City of Grapevine. The applicant was final platting 45.62 acres for an expansion of the Grapevine Service Center. The property is zoned "GU" Government Use District and is owned by the City of Grapevine. With no speakers, no letters and no petitions, the public hearing was closed. In the Commission's deliberation session, B J Wilson moved, with a second by Chris Coy, to approve the Statement of Findings and Final Plat Application of Lots 1 R, 2R, 3R and 4R, Block 1, Grapevine Service Center Addition. The motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None GRAPEVINE Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 3R-1 and 3R-2, Block 29, Original Town of Grapevine submitted by Jo Ponder. The applicant was final platting 0.625 acres for a single family residence. The property is zoned "R-7.5" Single Family District. With no speakers, no letters and no petitions, the public hearing was closed Mark Lowery moved, with a second by B J Wilson, to approve the Statement of Findings and Final Plat Application of Lots 3R1 and 3R2, Block 29, Original Town of Grapevine. The motion prevailed by the following vote: Ayes: Oliver, Coy, Wilson, Undersander, St. John, Lowery and Jennings Nays: None END OF JOINT PUBLIC HEARINGS CONSIDERATION OF MINUTES Next for the Commission to consider were the Planning and Zoning Commission minutes of the April 19, 2005 regular meeting. Rob Undersander moved, with a second by Mark Lowery, to approve the Planning and Zoning Commission minutes of April 19, 2005.
