SUBJECT: RENEWAL OF BID NUMBER 155-2003, CURB AND GUTTER
CONSTRUCTION -ANNUAL CONTRACT
RECOMMENDATION:
City Council to consider renewal of annual contracts to Green Scaping as primary, North
Texas Coring as secondary and Manning Concrete as tertiary vendors for construction
services of curb and gutters on an as needed basis. Annual expenditures will be limited
to the budgeted amount for this service. The bid tabulation is attached for review.
FUNDING SOURCE:
Funds are available in account 174-43301-090-000 St. Maint/Capital Replacement/
Trans. Infrast. Maint............................................................................$50,000.00
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a).
The bid established annual contract pricing for construction services to replace existing
or construct new curb and gutters on an as needed basis for the Street Division.
Council first approved the contract on June 3, 2003. Bids were sent to nine vendors with
all nine vendors responding. Bids requested unit pricing for various quantities of linear
feet for the construction and/or replacement of curb and gutters. Green Scaping was the
lowest overall bid received and met all of the bid requirements and specifications.
Because of the cyclical business for this type of service, Council also awarded contracts
to the secondary, tertiary and fourth vendors as shown on the bid tabulation. During the
second renewal period, the secondary vendor, REC General Contractors declined to
renew their contract. The original contract was for one-year with an option to renew the
contract for three additional one-year periods. This would be the second renewal period.
Green Scaping, the primary contractor, has agreed to renew the contract with no
increase in pricing.
Staff recommends renewal of contracts to Green Scaping as primary contractor, North
Texas Coring as secondary contractor and Manning Concrete as tertiary contractor.
