RENEWAL OF BID 121-2002, ANNUAL CONTRACT FOR
MATERIAL DISPOSAL SERVICES
City Council to consider renewal of annual contracts to Airport Sand and Gravel as
primary contractor and Shred -Tech d.b.a. Sego, Inc. as secondary contractor for
material disposal services. Annual Contract expenditures will be limited to the budget
amount approved for this service. The bid tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). Notice to bidders was published in the
Grapevine Sun and the Fort Worth Star Telegram on February 14, 2002 and February
21, 2002. Bids were publicly read aloud per the attached tabulation sheet.
This contract established fixed pricing for disposal services of excavated material to be
used on an as needed basis by the Street Department. The bid was sent to thirteen
vendors with four vendors responding. The bid requested pricing on various truckload
configuration disposal of asphalt, concrete, dirt, brush and building debris.
Council first awarded this contract on March 19, 2002. Originally, Shred -Tech, d.b.a.
Sego, Inc. was overall low bid and awarded a contract as primary vendor. Airport Sand
and Gravel was second low bid on items 1, 2, and 3 and awarded a contract as
secondary vendor. A stipulation of the contract allows for a price re -determination at
each contract renewal. The contract also stipulates that should the low bid vendor raise
their price during any contract renewal above the secondary vendor that the contract can
then be awarded to the secondary vendor.

Shred -Tech, d.b.a. Sego, Inc. has indicated they will renew their price but have
requested an increase in pricing and have declined to bid on items 4 and 5. The
increase for items 1, 2, and 3 is now higher than Airport Sand and Gravel as shown on
the revised section of the bid tabulation.
Because both vendors have performed the contract satisfactorily and the availability of
areas for disposal are limited, it is recommend that the primary award be made to Airport
Sand and Gravel and the secondary award be made to Shred -Tech, d.b.a. Sego, Inc.
Staff Recommends approval.
