HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE. JULY 19, 2005 SUBJECT: POTENTIAL AMENDMENTSTO THE FUTURE D USE MAP, RECOMMENDATION Staff recommends the City Council and amending the Official City of Grapevine designations into compliance with recer trends. Planning and Zoning Commission consider Future Land Use Map to bring land use it zoning changes and other development Since the Comprehensive Master Plan was last updated, development trends within the City have diverged from those incorporated in the plan. In a number of the following cases, properties have previously been rezoned and map changes are being proposed to bring the Comprehensive Master Plan map into accordance with current zoning. These cases are indicated in blue in the following list. The labels on the included aerial photo sheets have also been color coded in the same manner. Blue labels represent a map change to correlate with current zoning. The remaining map changes are being proposed in response to changes in conditions or development patterns in the area. The following designations correlate to the sites shown on the included aerial photo maps. Page 1 of Aerial Photo Sheets: Site 1 — Current zoning is "PCD" — Planned Commercial District and the proposed map change to CO — Commercial will bring the map into accordance with current zoning and development on the site. Site 2 — This site was zoned to "LI" Light Industrial District, Z97-40 and designated on the map as IN — Industrial. It is proposed to be designated back to CO, Commercial in accordance with zoning and development patterns to the north and west. 0:\ZCU\MP05-01.doc Site 3 — The current map designation is I/C — Industrial/Commercial. CO — Commercial is proposed along the State Highway 360 frontage in accordance with commercial patterns established to the southeast of Euless Grapevine Road. Site 4 — The current map designation is I/C — Industrial/Commercial and the site developed with an auto dealership (Parra Dodge). CO — Commercial is indica �1 to bring the tract into accordance with current zoning and development on t site. Site 5 — The property was rezoned to "CC" — Community Commercial District in 1997. The map indicates I/C — Industrial/Commercial. A map change to CO — Commercial will bring the site into accordance with the current zoning on the site. Site 6 — This site is zoned "PO" — Professional Office and developed with an office center. A map change from RL — Residential Low Density to LC — Commercial Low Intensity will bring this site into accordance with the current zoning and development on the site. Site 7 - The map indicates CO — Commercial on this site. Existing development patterns are; multifamily to the south, manufactured home to the east and government use to the west. RM — Residential Medium Density is indicated to fit with existing residential uses in the area and retain the commercial district to the north adjacent to State Highway 26. Site 8 — This site was recently rezoned from 'ILI" Light Industrial District to "CC" Community Commercial District, Z04-15. A map change from IN — Industrial to CO — Commercial will bring this tract into accordance with the current zoning on the site and land development patterns in the area. 11 * . , f 'i "I I a 1 0 # Site 9 — This tract is developed with commercial uses and designated as IN — Industrial. A map change to CO — Commercial will bring it into accordance with existing development in the area. Site 10 — Site is zoned "CN" — Neighborhood Commercial District and developed with a day care center. It is designated as IN — Industrial on the map. A change to CO — Commercial will bring it into accordance with the current zoning and development on the site. Site 11 — Current zoning is "Ll" Light Industrial District. Proposal is for a map change from IN — Industrial to CO — Commercial due to the changes in land -use patterns in the immediate area to more of a commercial character. 0AZCU\MP05-01.doc 2 Site 12 — Tract is zoned "CBD" — Central Business District, Z99-12. A map designation of CB — would bring it into accordance with the current zoning on thzi site. Site 13 — Current use and zoning are "GU" — Government Use District for the Heritage Center. A change to GU — Government Use would bring the map designation into accordance with the current zoning and development on the site. Site 1.4 - Site is currently zoned "Ll" — Light Industrial District. A map designation of CB — Central Business District would provide a better fit to the area that has changed in nature to predominantly commercial. Site 16 — Zoned "GU" — Government Use District and a map change to GU — Government Use would bring it into accordance with the current zoning on the site. Site 16 — Site is zoned "CBD" Central Business District and currently designated as I/C — Industrial Commercial. This general area has developed predominately with commercial uses. A map change to CB — Central Business would reflect current zoning. Site 17 — This tract is currently owned and used by the City of Grapevine for the rail- road turntable and historic vintage switching tower. It is zoned "CBD" Central Business District, A map change to GU — Government Use would bring it into accordance with the current development on the site. Site 18 — This site is zoned "CBD" — Central Business District and developed with commercial uses (Jess Daniel's Center). A map change to CB — Central Business would bring it into accordance with the current zoning and development on the site. Site 19 — The site is zoned "Ll" Light Industrial District and is developed with a manufacturing use (Security Manufacturing). The areas to the north and south of this site have developed with commercial uses and a change to CB — Central Business would bring it into accordance with current and anticipated development patterns. Site 20 — This area is zoned "Ll" Light Industrial District. It has developed with a mixture of commercial and industrial uses. A map designation of I/C would be indicative of current and anticipated development patterns. Site 21 — Site was rezoned to "CC" Community Commercial District in 2003 and a map designation of CO — Commercial would bring it into accordance with current zoning. Site 22 — The former Trencor manufacturing operation was previously located on this site. The company has moved and left the vacant building and site. Based on the 0AZCU\MP05-01.doc 3 development of Gaylord Texan and the planning of major commercial developments in this area, a map designation of CO — Commercial would be reflective of current and anticipated land use patterns. Site 23 ® These tracts are developed with a mixture of commercial and industrial uses. A map change to I/C — Industrial/ Commercial would be reflective of current and anticipated land use patterns. Site 24 — This site was rezoned to "CC" — Community Commercial in 2002. Other Sister City Delegates in Attendance: Michel Gaudillere, Beaune, France Alexander Vogelgsang, Boblingen, Germany Petr Dvoracek, Kromeriz, Czech Republic Max Stadler, Passau, Germany Preben Rudiengaard, Ribe, Denmark Official Functions Friday evening, June 24, I gave congratulatory remarks on behalf of the Mayor and Council and community of Grapevine extending to community of Krems our community's heart felt best wishes as they celebrated such a significant milestone in their history. I also presented Burgermeister Hozl with a gift to be displayed in their City Hall - a replica breastplate as would have been worn by a Wyandotte Indian warrior on the plains of what is now America during the same period of time of their founding 700 years ago. On Saturday morning, June 25, an official ceremony was held in Krems during which Grapevine, other sister city delegations, other local and officials from Lower Austria spoke to the community to extend their congratulations to the community for this celebration. Social Events —Many social events were held in Krems that provided for meaningful interaction between our delegation, the other sister city delegations and the public officials and community members in Krems. Highlights of these activities was a boat trip down the beautiful Danube River which illustrates the terraced vineyards of the most productive wine growing regions in Austria and one of the more productive wine growing regions in the world. In addition, we spent time with former Burgermeister Eric Grubner and his wife. Burgermeister Hozl and his family and his staff and their families hosted several functions during our time in Krems. Their hospitality and warmth toward us was something Gloria and I will never forget. On the last day of our visit to Krems a large group of Grapevine High School students arrived in town for a week of education and cultural exchange. That exchange between their youth and ours is the heart of what our sister city relationships are about. Gloria and I were honored to attend this celebration on your behalf and will always cherish our time in Krems. That Ordinance No. 87-11, as amended, passed by the City Council on February 17, 1987, which adopted the Comprehensive Master Plan 1974- 1994 Update 1987 of the City of Grapevine, Texas is hereby amended by the adoption of an amendment to Map 2 Land Use Plan attached hereto and made a part hereof as Exhibit "A." Section 3. That the Comprehensive Master Plan 1974-1994 Update 1987, Map 2 Land Use Plan, a true and correct copy of which is on file with the City Secretary of the City of Grapevine, Texas, is hereby adopted by the City of Grapevine, Texas and from the effective date of the adoption of this ordinance forward shall be used as an amendment to the Map 2 Land Use Plan of the City. Section 4. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person of circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect.
