SUBJECT: AWARD OF BID 226-2005, ANNUAL CONTRACT FOR WATER
METERS
RECOMMENDATION:
City Council to consider awarding an annual contract to Hersey Meters for the purchase
of water meters on an as needed basis. Annual contract expenditures will be limited to
the budget amount approved for this commodity. Attached for review is the bid
tabulation.
FUNDING SOURCE:
Funds are available in Account 100-14111 Warehouse Inventory Account.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). Notice to bidders was published in the
Grapevine Sun and the Fort Worth Star Telegram on June 14, 2005 and June 21, 2005.
Bids were publicly read aloud per the attached tabulation sheet.
This contract will establish fixed annual pricing for the purchase of various types of water
meters by the Warehouse and will be issued to Public Works on an as needed basis.
The contract will be for an initial one-year period with four, one-year renewal options.
The bid was sent to twelve vendors with four vendors responding.
Bids were received from four qualified vendors. Hersey Meters was the lowest bid that
met the requirements and specifications of the bid. Although U. S. Metering had a lower
annual total, they failed to comply with the delivery specifications that required all
delivery fees to be included in the unit prices of the bid. U. S. Metering indicated they
would charge delivery fees for all orders up to $8,500. Hersey Meters included delivery
fees in their unit pricing. In addition, Hersey Meters offered a 2% discount on orders paid
for within 30 days. U. S. Metering required full payment within 30 days.
Staff recommends approval and award for an annual contract to Hersey Meters as the
overall lowest bid received.
