SUBJECT: APPROVAL TO REJECT ALL BIDS RECEIVED FOR A TRAILER
MOUNTED GENERATOR SET
RECOMMENDATION:
City Council to consider rejection of all bids received for a trailer mounted generator set.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star Telegram and the Grapevine Sun on June 23, 2005 and June 30, 2005.
Staff issued bid documents to 11 contractors. Three contractors responded to the
invitation. Attached for review is the bid tabulation.
The purpose of this solicitation was to obtain competitive offers for the purchase of a
trailer -mounted generator set for utility operations.
Based of the specifications submitted by Utility and Fleet operations, Staff issued bids to
11 qualified vendors. Three vendors responded and all vendors met the specifications
listed in the bid documents. The lowest bid received was from Clifford Power Systems at
a total cost of $85,002.00. The requesting department reviewed all bids. Because all
bids exceeded the estimated costs, the requesting department recommended the
rejection of all bids.
While staff still feels that it is important that provisions are in place for continuation of Lift
Station pumping in the event of a power failure, staff cannot justify an expenditure of this
magnitude for this purpose. Public Works staff will continue to evaluate and develop
other solutions to this identified potential problem.
Staff recommends the rejection of all bids for the purchase of the trailer -mounted
generator set.
