RECOMMENDATION: The Fire Chief recommends the City Council approve a resolution adopting the National Incident Management (NIMS) System as the standard for incident management by the City of Grapevine. FUNDING SOURCE: N/A BACKGROUND: The President of the United States has issued a Homeland Security Presidential Directive (HSPD)-5 that states that all Federal, State and local governments adopt the National Incident Management System (NIMS) to effectively and efficiently work together to provide consistency in situations involving natural disasters, man-made disasters or terrorism. NIMS is a method of organizing public safety personnel during an emergency situation that will enhance the effectiveness and efficiency of our current Emergency Management Plan. It allows all government agencies to communicate more effectively and improves command and control of an incident through the standardization of terminology and organizational processes. While NIMS is a new program, it mirrors the methods we currently utilize and will not be a substantial change from current practice. The Directive requires the adoption of NIMS by October 1, 2005 in the form of a resolution or an ordinance as criteria for being eligible for federal grants and activities related to the management and preparedness for certain disaster and hazardous situations.
