MEETING DATE: SEPTEMBER 6, 2005 SUBJECT: CONSIDER APPROVAL OF AND A RESOLUTION RELATING TO A NAME CHANGE FOR SILVER LAKE CAMPGROUND AND AN ORDINANCE RELATING TO NAME CHANGES FOR THE LAKE PARKS ROADS RECOMMENDATION: The Parks & Recreation Advisory Board and staff recommend the City Council approve a resolution relating to a name change for Silver Lake Campground and an ordinance relating to name changes for the roads at the lake parks. Attached are the resolution, ordinance and a map of the lake parks with the proposed names for the park roads in red and the campground in blue on the map. FUNDING: Funds are available in the FY 2005 budget and included in the FY 2006 budget in accounts 174-74015-060 and 119-43355-312-9 to produce the new road signage. The estimated cost to have all the signs produced and installed is $15,000. BACKGROUND: Staff recommends changing the name of the Silver Lake Campground to the Vineyards Campground on Lake Grapevine. This recommendation came out of the feasibility study on the lake parks. Staff has also reserved the website address of vineyardscampground.com in anticipation of the name change of the campground. Also, at the request of the Grapevine Police and Fire Departments with regards to responding to emergencies at Lake Grapevine, staff is recommending changing the names of the roads in the parks at Lake Grapevine from Park Road 1,2,3,4, etc. to proper names. Changing the names of the roads will also make it easier for citizens to access the lake parks and boat ramps. Staff from the Police, Fire, Development Services and Parks & Recreation Departments have met on several occasions to discuss this issue and are in agreement. August 30, 2005 (4:47PM) In renaming the park roads, staff endeavored to use the name of the park and themes. For instance, the main road leading to Meadowmere Park has been renamed Meadowmere Lane and the main road leading to Oak Grove Park has been renamed Oak Grove Loop. Staff not only recommends changing the names of the roads on property the City is leasing from the Corps of Engineers but all the park roads on Lake Grapevine in the city limits. These include the roads to Silver Lake Marina and the roads in Rockledge Park. Staff has consulted with Marinas International and the Corps of Engineers regarding the road name changes. In closing, the Council discussed the name changes for the lake parks roads at the July 5th meeting. The Parks & Recreation Advisory Board discussed this issue at the April 21st, meeting and approved the name changes of the lake parks roads and campground at the August 18th meeting. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, RE -NAMING THE SILVER LAKE CAMPGROUND AT LAKE GRAPEVINE; MANAGED BY THE CITY OF GRAPEVINE AND OWNED BY THE U. S. ARMY CORPS OF ENGINEERS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine took over management of the Silver Lake Campground at Lake Grapevine owned by the U. S. Army Corps of Engineers on October 1, 2004; and WHEREAS, it is the desire of the City Council and city staff to re -name the campground to coincide with proposed improvements planned at the campground. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the campground currently named "Silver Lake Campground" be hereinafter re -named "The Vineyards Campground on Lake Grapevine". Section 2. That this resolution shall take effect from and after the date of its PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of September, 2005. "C• D ATTEST: R-6 NOR I OR a Z, o AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 20 BY THE ADDITION OF A NEW SUB -SECTION 20-7.1 PROVIDING FOR THE NAME CHANGE OF CERTAIN LAKE PARKS ROADS; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine took over management of over 770 acres of park land at Lake Grapevine owned by the U. S. Army Corps of Engineers as of October 1, 2004, and has managed an additional 500+ acres of lake park land for many years; and WHEREAS, the Grapevine City Council and the City of Grapevine Police and Fire Departments have the desire to re -name the lake parks roads from Park Road 1,2,3, etc. to proper names with regards to responding to emergencies at Lake Grapevine; and WHEREAS, re -naming of the lake parks roads will also make it easier for citizens to access the lake parks and boat ramps; and WHEREAS, the passage of this ordinance is deemed to be in the best interests of the health, safety and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 20 is hereby amended by the addition of a new sub- section 20-7.1 Lake Parks Roads name changes to read as follows: "Section 20-7.1 Lake Parks Roads name changes. The map attached as Exhibit "A", depicts the lake parks roads names and is not to be codified in the Grapevine Code of Ordinances. Section 4. All provisions of Section 20-7 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 5. If any section, article, paragraph, sentence, clause, phrase, or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. Section 6. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
