APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF A MOBILE SURVEILLANCE SYSTEM
City Council to consider a resolution authorizing the purchase of a mobile surveillance
system from New Heights Manufacturing for the Police Department in the total amount
of $55,669.20.
FUNDING SOURCE:
325-48860-000-00-0006 Lease Fund/Machinery and Equipment .................$55,669.20
This procurement will be made as a sole source purchase allowed under the State of
Texas Local Government Code Chapter 252, Section 252.022 (7) (D).
This recommendation is for the purchase of a mobile Sky Watch Crime Deterrence and
Surveillance System. This will be the second sky watch system purchased for police
operations. The first unit has proven extremely helpful in crime prevention. Council
approved the first unit at the November 18, 2003 Council meeting.
The surveillance unit goes from absolute ground level to a second story eye level in a
matter of seconds and the unit can be easily relocated in minutes. This system will be
used to combat an increase in vehicle thefts, vehicle burglaries and narcotics sales in
and around the areas of Grapevine Mills Mall as well as other areas throughout the City.
The system increases efficiency by allowing one officer to cover an area normally
requiring three or more officers.
The Sky Watch system is a patented product that includes features of elevated
surveillance and deterrence that can only be provided by New Heights Manufacturing,
Inc.
Staff recommends approval of the purchase from New Heights Manufacturing, Inc. in the
total amount of $55,669.20.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A MOBILE
SURVEILLANCE SYSTEM FROM A SOLE SOURCE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase a mobile surveillance system
as a sole source; and
WHEREAS, New Heights Manufacturing, Inc. is the sole provider of the following
equipment:
1 Each Sky Watch Mobile Surveillance System including generator,
accessories and shipping.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the listed equipment for a total not to exceed the annual budgeted amount of
$55,669.20.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of September, 2005.
