AWARD OF ENGINEERING SUPPORT SERVICES CONTRACT
WHITE ROCK CONSULTANTS, INC.
City Council to consider award of an Engineering Support Services contract in the
amount of $18,260 to White Rock Consultants, Inc. to develop a wastewater
reconstruction / rehabilitation project to address inflow and infiltration issues, authorize
staff to execute said contract and take any necessary action.
FUNDING SOURCE:
Funds are available and programmed in Utility Bonds, Account No. 200-48941-534-1.
BACKGROUND:
For many years, pipes made of clay were used to build underground sanitary sewer
collection systems. Many of these systems date back to the 40's, 50's and 60's. These
pipes, in many cases, have collapsed, have root intrusion or joint misalignment from soil
movement. These problems result in inflow and infiltration into the sanitary sewer
system. This added water is conveyed to the Wastewater Treatment Plant and is
unnecessarily treated.
In an effort to minimize the need to increase the capacity of the Wastewater Treatment
Plant, it is important to keep the inflow and infiltration into the Wastewater Collection
System to a minimum. This can be done by one of several methods: pipe sliplining, pipe
bursting or Insituform.

White Rock accomplishes this by reviewing many hours of television footage of sanitary
sewer line video recordings to determine exact locations of breaks, intrusions,
misalignments, blockages, etc. White Rock Consultants prepares maps outlining the
lines (or the portions thereof) requiring attention and cost estimates to help us determine
the scope of needed improvements and the associated costs to repair.
Staff recommends approval.

Dear Matt,
We are pleased to present this proposal to provide services to the City of Grapevine.
Background
The City ofGrapevine for many years has had an program holocate and
remove sources oyextraneous flow and inflow) from the wastewater
collection system by conducting sewer condition assessments and to renovate
substandard areas ofthe wastewater collection system.
The most effective method of conducting condition assessment of wastewater pipelines
is by internally inspecting the pipes using nonn$to controlled TV cameras. Evaluations of
the current condition of the pipe are combined with other data such as history of
maintenance problems todevelop recommendations for renovation.
The City of Grapevine has identified three areas of the wastewater collection system
that are among the oldest areas ofthe system and are predominatelydetehormtd
vitrified clay pipe. These areas are the Lakeview Area, Laguna Vista, and Lucas
Addition. The City of Grapevine has completed a condition assessment of these areas
primarily using internal TV inspection and knowledge of the maintenance history of the
enaao.

Proposed Engineering Services
White Rock Consultants proposes to provide recommendations for renovation based on
a review of TV inspection tapes, knowledge of previous maintenance problems, and
other information important to the rehabilitation decision. During the review of the TV
inspection tapes, all defects and observations seen will be coded on forms using the
NASSCO industry standard TV inspection coding procedures.
After an initial review and recommendation based on the TV inspection data, White
Rock Consultants will meet with City representatives and present the findings to date
and provide recommendations for following TV inspection or addition information.
Recommendations for each pipe segment will be reviewed by the City and a final
recommendation will be assigned.
Additional follow-up meetings for each area will be held when needed.
White Rock Consultants will provide spreadsheets summarizing the recommendations
and maps showing the status of all lines segments for use in status meetings and in the
final report.
The deliverable for the project will be a summary by line segment for each project area
including the recommendations for the line segment and a project map showing the
status of all lines in each project area. A preliminary construction cost estimate will also
be provided in the final deliverable.
These recommendations can then be implemented by the City of Grapevine into the
design phase of rehabilitation.
A more detailed summary of proposed services is shown on the Scope of Work
attached.
Proposed Costs
The length of sewer included in the condition assessment in each area is approximately
38,000 LF in the Lakeside Area, 12,000 LF in the Lucas Addition Area, and 6,000 LF in
the Lucas Addition Area, for a total of 56,000 LF. Some pipe segments within the project
areas were known to be PVC pipe that was relatively new and therefore was not
included in the condition assessment.

White Rock Consultants proposes to provide these services at a cost of $18,260. This
fee is based on 220 project manager hours at a billing rate of $83 per hour.

1. Review TV inspection video tapes and City inspection logs
2. Record defects and observations seen during TV inspection on forms using
NASSCO TV inspection data standards
3. Provide preliminary recommendation for renovation
4. Develop spreadsheet of recommendations by line segment
5. Develop project maps with recommendations and status of line segments
6. Present recommendations to City Staff at project status meetings
7. Develop revised recommendations for each area based on comments from
City Staff, new information provided by City Staff, and addition TV inspection
data.
8. Provide Preliminary Design Recommendations for each Project Area
including a summary by line segment for each Project Areas and an
accompanying project map.
9. Provide preliminary costs estimates for each area.
10. Provide assistance to City of Grapevine staff as needed.
11. Provide additional assistance in support of development of actual
rehabilitation design services
